HomeMy WebLinkAbout~Master - Approving the Proposed 2021/22 Annual Action Plan Program Projects, Proposed Budget, and Setting Date of Public Hearing RESOLUTION NO. 21-298 RESOLUTION APPROVING THE PROPOSED 2021/22 ANNUAL ACTION PLAN PROGRAM PROJECTS, PROPOSED BUDGET,AND SETTING DATE OF PUBLIC HEARING FOR THE CITY OF AMES,IOWA WHEREAS,on May 12 and 13,2021,City staff hosted online public forums to gather input regarding possible projects for consideration for the 2021/22 CDBG/HOME Annual Action Plan as part of the City's Entitlement Program; and, WHEREAS, four people attended and participated in the forum discussions, including representatives from The Bridge Home (formerly the Emergency Residence Project), Good Neighbor, and an Ames resident; and, WHEREAS, the forum attendees participated in a group discussion that involved the following activities: 1. Basic overview of the CDBG, HOME, and CARES-CV Programs 2. Review of the Consolidated Planning Requirements 3. Overview of the Five-Year Goals and Priorities created for 2019/23 4. Proposed 2021/22 Annual Action Plan projects 5. Group feedback and a tentative timeline for the next steps WHEREAS, the public feedback was centered around the need to continue to address affordable housing and neighborhoods,and staff s takeaway from the public input was that there still seems to be a continued consensus that affordable housing and neighborhood investment is needed in the community; and, WHEREAS,the City received notification from the federal Housing and Urban Development Department (HUD) that the City will be receiving $590,475 in CDBG funds (which is a $12,075 decrease from 2020), and$350,543 in HOME funds (which is a$118,034 decrease from 2020) for the 2021/22 program year; and, WHEREAS, on May 13, 2021, HUD notified the City of a correction being made to the 2021/22 CDBG allocation amount, which was adjusted from $590,475 to $599,177 (which is a $8,702 increase); and, WHEREAS, staff is recommending of the$8,702 additional CDBG funding,that$1,740 be added to administration and the remaining$6,962 be added to the Acquisition/Reuse for Slum/Blight Program; and, WHEREAS, of the $350,543 of HOME funds, approximately $297,962 (excluding 15% CHDO set aside of$52,581) is available for administration and programming for 2021/22; and, WHEREAS, under the HOME funds, it is being anticipated that there will be a rollover balance of$1,370,464 that is remaining from program years 2018/19, 2019/20, and 2020/21; and, WHEREAS, staff is recommending the following proposed projects and budget for the 2021/22 Annual Action Plan: - CDBG Acquisition/Reuse Program for Affordable Housing $ 200,000 (Including demolition) - CDBG Acquistion/Reuse Program for Slum/Blight Removal $ 279,342 (Including demolition) - CDBG Public Infrastructure Program for Baker Subdivision $ 415,000 (Including Engineering costs) - CDBG-CV CARES (Rent, Mortgage &Utility) Relief Assistance $ 200,000 - HOME Homeownership Construction Program $ 762,265 - HOME Down Payment Assistance $ 381,382 - HOME LIHTC Multi-Family Assistance $ 350,000 - General Administration for CDBG $ 119,835 - General Administration for HOME $ 174,779 - General Administration for CARES $ 15,000 TOTAL $2,897,603 WHEREAS, with approval of the above-proposed projects and budget for the 2021/22 Annual Action Plan, staff will prepare the Annual Action Plan for public comment, and set date of public hearing of August 10, 2021. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ames, Iowa, that the date of public hearing for August 10,2021,for approval of the 2021/22 Annual Action Plan is hereby approved.
