HomeMy WebLinkAbout~Master - Approving Request from the Ames Chamber of Commerce to Proceed to Implement the Campustown Lincoln Way Beautification Plan (Lincoln Way Medians from Beach to Sheldon) RESOLUTION NO. 21-297 RESOLUTION APPROVING THE REQUEST FROM THE AMES CHAMBER OF COMMERCE TO PROCEED TO IMPLEMENT THE CAMPUSTOWN LINCOLN WAY BEAUTIFICATION PLAN (LINCOLN WAY MEDIANS FROM BEACH TO SHELDON), SUBJECT TO THEIR AGREEMENT TO PURCHASE MATERIAL AND REPLENISH MULCH IN THE MEDIANS ANNUALLY FOR THE CITY OF AMES,IOWA WHEREAS,the landscaping in the medians on Lincoln Way from Beach Avenue to Sheldon Avenue have significantly deteriorated due to a combination of harsh growing conditions, foot traffic, and the removal of ash trees; and, WHEREAS,Dan Culhane,President and CEO of the Ames Chamber of Commerce,initially presented a concept to beautify the Lincoln Way medians in an email that was sent to the Mayor and City Council on February 2, 2021; and, WHEREAS, the original proposal included a request for a City funding contribution in the amount of$25,000 to complete the proposed Lincoln Way Beautification Plan; at that time the Council took no action; and, WHEREAS,a second email was sent to the Mayor and City Council on March 30,2021,that asked for permission to proceed with the beautification project, as all funding for the project had been secured privately and no City contribution was requested; and, WHEREAS, the Plan presented by the Chamber was developed by Dan's Country Landscapes and it includes removing some of the current vegetation, removing some soil and replacing it with new top soil, adding new vegetation that is more tolerant of the environmental conditions in the medians, and adding a combination of trap rock and mulch; and, WHEREAS, as part of the Plan, the Chamber is requesting that the City provide traffic control measures while the work is being completed and watering the plants until they get established; and, WHEREAS, staff felt the two requests were reasonable and could be accomplished; and, WHEREAS, ongoing maintenance of the medians is a staff concern as the mulch does need to be replenished annually, and weed control, plant maintenance, tree maintenance, and trash removal are additional items that also need to be done periodically; and, WHEREAS, the Parks and Recreation Department is willing to assume the maintenance duties and the Chamber of Commerce has agreed to replenish the mulch annually, which includes purchasing the materials and providing the labor as long as the City provides traffic control while it is being done. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ames, Iowa, that the request from the Ames Chamber of Commerce to proceed with the implementation of the Campustown Lincoln Way Beautification Plan as presented, subject to their agreement to purchase the necessary material and replenish the mulch in the medians annually is hereby approved.
