RESOLUTION APPROVING CONTRACT RENEWAL FOR BOTTLE EXCHANGE
PROGRAM (RENTAL), TWO BED DEMINERALIZER,AND RELATED SERVICES
FOR THE POWER PLANT FOR THE CITY OF AMES, IOWA
WHEREAS, the contract consists of providing a bottle exchange service for a two-bed
demineralizer, strong acid cation and a strong base anion, and a bottle exchange mix-bed
demineralizer for the Power Plant; and,
WHEREAS, there is also a requirement for a mobile purification system to batch-fill a
265,000 gallon de-ionized water tank for water injection on a combustion turbine,as well as a final
mixed-bed polisher for that unit; and,
WHEREAS, the contractor operates the program on a 24-hour per day, seven days a week
schedule including holidays,and provides 24-36 hour emergency replacement service when required;
and,
WHEREAS, a contract for FY 2018/19 was for an amount not to exceed $45,000 and the
contract was approved by the City Manager in accordance with purchasing policies for award of
contracts under$50,000,and awarded to MPW Industrial Water Services,Incorporated,of Hebron,
Ohio; and,
WHEREAS, the contract included the option to renew the contract for up to an additional
four one-year terms and this would be the third of four optional terms; and,
WHEREAS,for the renewal that occurred for FY 2020/21,the contract amount not to exceed
was increased to $52,000, and this increase was necessary due to the increased demands for water
purification services; and,
WHEREAS,by increasing the contract amount above the$50,000 threshold in FY 2020/21
necessitated the need to bring the Contract to the City Council for approval and since the Contract
has been approved by the City Council in the past,future Contract renewals,no matter the amount,
must be approved by City Council; and,
WHEREAS,the Contract allows MPW the option to increase its prices by up to 3%per year;
however, the company has proposed no price increases for the FY 2021/22 renewal period; and,
WHEREAS, the approved FY 2021/22 operating budget for Electric Production includes
$45,000 for these products and services.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ames, Iowa,
that the contract renewal with MPW Industrial Water Services, Incorporated, of Hebron, Ohio, for
the Bottle Exchange Program(Rental),Two Bed Demineralizer,and Related Services for the Power
Plant, in an amount not to exceed $45,000 is hereby approved.
