The location is in a GI (General Industrial) zoning district. The applicant leases that warehouse and in it operates a recycling business under the business name of Denali lZecycling. Specifically, ally, he is in the business of collecting poSt-0011SUrner cardboard, and baling and storing it thereafter until It is ultimately sold. 1-1c now has an opportunity With tile University for this type of recycling on a larger scale, and the applicant would like to obtain a Special Use permit to operate this business. I I e 11 his truck, collecting The business operation involves the applicant going to collection sites with the cardboard, transporting it to the warehouse and off-loading it. Given the nature of the materials, they are covered during transport and stored inside. Te warehouse is an existing building that has utilities, infrastructure, and public services alreadyin place. it looks very Much like the other warehouses that are located along this frontage road and there will no changes tea it to house this use. There are no hazardous materials or disturbing activities with this processing, since all the recyclables are kept Indoors and do not generate dust, fumes, glare or noise. The industrial nature of the business is of character similar to others in the immediate area, and is unlikely to change the essential character of the area. Because these recyclables are being taken out of the waste stream, the (,"Ity's lzesot,11-ce Recovery Plant would like to be able to track how much volume is removed through this business, and those records can easily be provided. DECISION The Board considers the standards applicable to Special Use permits. fins proposed use i is harmonious with and in accordance with the Land Use Policy Plan for this area. The operation and its location will fit In with the industrial uses found in the vicinity, and no additional public facilities or services are required. This use of' this building should not be noisy, dusty or disturbing, and it has a benefit to the overall community. Any detrimental effects can be mitigated by attaching conditions to this permit. In light of the evidence presented, the Board Finds that it meets the standards and Should be granted. ORDER THEREFORE, IT IS ORDERED that the applicant is Granted a Special Use Permit to operate a cardboard recycling business, § 29.1503, A111CS MU111CIpal Code, with the following conditions: 1. All cardboard shall be stored inside; and 2. Denali Recycling shall provide a quarterly report to the Resource Recovery Plant on the 2.11101.111t of cardboard that is removed from the waste stream, all for the property located at 1910 East Lincoln Way. Any person desiring to appeal this decision to a court of record may do so within 30 days after the filing of this decision.
