It is located on a corner lot in an RL (Low Density Residential) zoning district. The homeowner recently moved to this home from outside Ames. She is a licensed cosmetologist and in the past has operated a home based styling salon. She would again like to do this and is seeking a Special Home Occupation permit to allow this. The home has 1,964 square feet of floor area and she plans to use 150 square feet of the home for the salon. No structural alterations are needed to accommodate this use. The home's garage is attached and it has a single width driveway with sufficient length in which to park a single vehicle. Clients would be allowed to park in the driveway and could enter the house through an entry door that is inside the garage and then go through the house to the salon area. The applicant would like to have hours from 8:00 a.m. to 8:00 p.m. Monday through Saturday, with clients coming by appointment only. She expects to see an average of five or six clients per day with the maximum to be ten clients in a day. Appointments will be scheduled so there is only one client present at a time. The only equipment used in the business will be hair cutting, styling and coloring equipment which is in quantity and scale like that in any residential setting. The applicant will be the only employee of the business and she is not planning on having a sign, although if she later decides to utilize one it will be code compliant in size and mounting. There are no classes or other home occupations at this residence. DECISION The Board considers the standards applicable to Special Home Occupations under the provisions of the zoning ordinance. The evidence received establishes that this applicant meets the standards for area to be used, traffic, parking, equipment, signs, employees, number of home occupations and classes. The Board is satisfied it can grant this permit with conditions to assure that the residential character of this home and the neighborhood are maintained. WHEREFORE, IT IS ORDERED that the applicant is Granted a Special Home Occupation permit, Section 29.1304 of the Ames Municipal Code, to allow operation of a hair styling salon, with the following conditions: 1. No changes will be made to the premises; 2. Approximately 150 square feet of the 1,964 square feet of the home will be used for the business, which is approximately 7.6% of the total floor area of the home (25% is the maximum allowed); 3. A future sign, if installed, will be no larger than one square foot; 4. The applicant, Joni Gorman, will be the only employee; 5. The number of clients will be no more than ten daily; 6. The hours of operation will be from 8:00 a.m. to 8:00 p.m. Monday through Saturday, and that business will be by appointment only; and 7. Appointments are scheduled to provide enough time between appointments to avoid two clients needing to park at the same time; all for the property located at 2121 Burnett Avenue.
