HomeMy WebLinkAbout~Master - Professional Services Agreement with Bolton & Menk, Inc., for Work-Order No. 2 for the FY 2020/21 Airport Improvements (Runway 01/19 Airfield Lighting) RESOLUTION NO. 20-582 RESOLUTION APPROVING A PROFESSIONAL SERVICES AGREEMENT WITH BOLTON&MENK,INC., FOR WORK-ORDER NO.2 FOR THE FY 2020/21 AIRPORT IMPROVEMENTS (RUNWAY 01/19 AIRFIELD LIGHTING) FOR THE CITY OF AMES, IOWA WHEREAS,in September 2019,staff initiated a professional service procurement process for projects shown in the Ames Airport Improvement Program (AIP) in accordance with the City's purchasing policies; and, WHEREAS,following Federal Aviation Administration(FAA)procedures,this procurement established consulting services for all projects shown in the AIP; and, WHEREAS, Bolton and Menk, Inc., was selected and the City Council approved a contract on February 11, 2020, for the first project(Electrical Vault)under Work Order No. 1; and, WHEREAS,the runway lighting project is the second in the series,referred to by the FAA as Work Order No. 2; and, WHEREAS,the Professional Services contract will be for all design,survey,and construction inspection required for the next phase of airfield lighting replacements, which includes the main Runway 0l/19 and minor connecting taxiway lighting; and, WHEREAS, the project was originally shown in the FY 2021/22 Airport Improvements Program of the Capital Improvements Plan(CIP)with a total budget of$637,575;however,because the Federal Government issued additional funding under the CARES Act(100%with no local match) it allowed airports nationwide to finance their FY 2020/21 projects with CARES funds and"move up" the other project in their plan; and, WHEREAS,the normal FAA entitlement money the Ames Airport received for FY 2020/21 can now be planned to be used on this Runway 0 1/19 lighting project, and it should be noted that the project order in the draft 2021-2026 CIP will be adjusted to account for the effect of the CARES Act funding bill; and, WHEREAS,FAA funding covers 90%of the project(up to$573,817),with a local match of $63,758 coming from the Airport Construction Fund; and, WHEREAS,the current balance of the Airport Construction Fund is$369,051 and the design and construction observation services in this contract(WO No. 2)are not to exceed$99,900(Federal Share=$89,910 and Local Share= $9,990). NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of Ames,Iowa,that the Professional Services Agreement with Bolton&Menk,Inc.,of Ames,Iowa, for Work-Order No. 2 for the FY 2020/21 Airport Improvements (Runway 0l/19 Airfield Lighting) project at a not-to- exceed amount of$99,900 is hereby approved.
