HomeMy WebLinkAbout~Master - Approving Amendment to the City COVID-19 Leave Policy, Retroactive to March 24, 2020 RESOLUTION NO. 20-415 RESOLUTION APPROVING THE AMENDMENT TO THE CITY COVID-19 LEAVE POLICY, RETROACTIVE TO MARCH 24,2020 FOR THE CITY OF AMES, IOWA WHEREAS, in March 2020, Congress approved the Families First Coronovirus Response Act (FFCRA), which expands employees' access to paid sick leave due to the COVID-19 pandemic and expands the Family Medical Leave Act(FMLA)to families needing to care for children when schools and daycares have been closed due to the COVID-19 pandemic; and, WHEREAS, on March 24, 2020, the City Council approved an amendment to the City's leave policy to implement the law, and the City's policy meets or exceeds the requirements to provide leave under the FFCRA; and, WHEREAS, employees may be eligible to use up to 80 hours total of COVID-19 leave in any combination,paid at their regular rate of pay; and, WHEREAS, staff is proposing a further amendment to this Policy to provide additional hours of COVID-19 leave for employees working shifts of 24 hours on, 48 hours off; and, WHEREAS, this type of shift is worked by the Fire Department, and these employees are not eligible for enough COVID leave hours to complete a full two-week cycle of time off from work,as other full-time employees working 8-hour days are able to do; and, WHEREAS,the Amendment would grant 24-hour shift employees up to two weeks ofCOVID-19 leave; and, WHEREAS,since the original COVID-19 leave policy was adopted in March,several employees who work 24-hour shifts have exhausted their leave;therefore,staff is requesting that this Amendment be made retroactive to the original policy adoption. NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of Ames,Iowa,that the Amendment to the City COVID-19 Leave Policy,retroactive to March 24, 2020, is hereby approved.
