HomeMy WebLinkAbout~Master - Appropriating $449,845 from Park Development Fund Balance to the Homewood Golf Course Clubhouse Project RESOLUTION NO. 20-100 RESOLUTION APPROPRIATING$449,845 FROM PARK DEVELOPMENT FUND BALANCE TO THE HOMEWOOD GOLF COURSE CLUBHOUSE PROJECT FOR THE CITY OF AMES,IOWA WHEREAS,the Homewood Golf Course Clubhouse Project includes the demolition of the current clubhouse and the construction of a new clubhouse at Homewood Golf Course; and, WHEREAS, the existing clubhouse is a converted home that was moved to its current location in 1967; and, WHEREAS,the new facility will include a clubhouse area(concession counter,and seating for 24),a community room(seating for 80),two universal restrooms,staff office,outdoor patio,and golf cart storage; and, WHEREAS, the first floor is 3,198 square feet while the cart storage below is 1,826 square feet; and, WHEREAS, the current timeline for this project is to start construction in the late summer of 2020 and have the clubhouse operational in April 2021; and, WHEREAS, staff contracted with the Farnsworth Group,Waukee,Iowa,to design the new clubhouse and the bid letting was on February 13, 2020, with seven bids being received; and, WHEREAS, bid documents included a base bid and three alternates, and in addition furniture, fixtures, and equipment (FFE) along with contingency needed to be added to get a total project cost; and, WHEREAS, staff is recommending the base bid along with Alternate 3 with the cost to be covered through a separate CIP project, and if the Fire Department cannot burn the current clubhouse,the additional demolition costs could be taken from the project contingency; and, WHEREAS, the funding needed for this project includes: [1] base bid, $1,349,000; [2] Alternate 3 bid, $25,881; [3] Contingency(4.4%) $60,000; [4] FFE $61,695; and [5] Architecture & Engineering, $50,000; for a total needed of$1,546,576; and, WHEREAS, the current funding available includes: [1] Remaining Construction Budget: $990,850; [2] Alternate 3 (separate CIP Project): $25,881; [3] Architecture and Engineering: $50,000; and, [4]Clubhouse Donation $10,000, for total funding available of$1,076,731; and, WHEREAS, the funding needed and the current funds available show a shortfall of $(469,845) for the project; additionally, the Parks and Recreation Department has $20,000 of undesignated donations that can be used for the clubhouse project,which would still leave a shortfall of$(449,845); and, WHEREAS, the unobligated Park Development Fund balance is projected to be $570,888 as of June 30,2020,and it also appears that approximately$50,000 of Park Development funds will not be needed for the Brookside Restroom project, which will increase the available balance to $720,888; and, WHEREAS,ifthe Council elects to use Park Development funds for this project,the balance would decrease to $271,041; and, WHEREAS,there is only one project in the FY 2020-25 Capital Improvements Plan that will utilize the Park Development funds and that is Rose Prairie Park for $200,000; however, it is unlikely that the $200,000 will be expended prior to 2025, and if no other projects use these funds, and $100,000 from Local Option Sales Tax revenues continue to be transferred to the Park Development Fund each year, there is expected to be approximately$471,000 in the balance as of June 30, 2025 (excluding interest revenues received). NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ames, Iowa, that the appropriation of$449,845 from the Park Development Fund balance to the Homewood Golf Course Clubhouse Project is hereby approved.
