Thank you for the two copies of the Title Opinion, and the Story County Treasurer's Certificate. I
spoke with Eric Cowles this morning, and Eric says to keep the financial security for the remaining
public improvements, including the COSESCO, separate from the storm water detention. Please
submit a Letter of Credit to the Planning and Housing Department for the remaining public
improvements, including COSESCO, in the amount of $257,599.10, which matches the amount of
the cost estimate you submitted to Eric Cowles. We will then provide the Letter of Credit, and cost
estimate, as approved by Eric, to the City Clerk for approval by the City Attorney. Once we receive
notification from the City Clerk that the Letter of Credit is approved by the City Attorney, the Final
Plat application will be complete.

Eric, is the storm water financial security a separate form? Or can we add it to the Letter of Credit like I already
did?
I put the $500 an acre times the 24.7 acres,for a total of$12,350 in there.
Ray, I am told that my courier dropped off the original copies of the tax certificate and the title opinions on
Monday.
Do you have everything you need now? We are respectfully pushing as hard we can to get on the March 28th
city council date. I really need that date to happen.

Did we ever do financial security on the storm water detention practices?
I can't remember if we did or didn't, but by our ordinance we should have if we didn't.
If we didn't, I think we are still ok, but need to get it for the remaining work to be completed. If
the storm water practices are done, we need as built drawings to verify they were built to plan.
In this case we wouldn't need financial security.

The cost breakdown of the sidewalks, pavement, and shared trail is acceptable to Eric Cowles,
Public Works Department. As noted in the letter, "Notice of Incomplete Application", dated
February 16, 2017, the Letter of Credit (LOC) must also include $500 per acre of disturbance for
COSESCO (Construction Site Erosion and Sediment Control). If financial security is not already
in place for detention practices, that must also be included in the cost estimate and LOC, as
well. When can we expect to receive the cost estimate for these remaining items?

I have met with Eric Cowles to discuss the information provided in your email, and
the attached estimate of cost for concrete. Eric needs a cost per square yard for
each of the items listed in the concrete cost estimate. The punch list from I&K
Contracting includes a breakdown of remaining items for the water main, but does
not include the storm sewer. Has the storm sewer been completed? I have
attached the Notice of Incomplete Application sent to Bob Gibson on February 16,
2017. In the notice, Eric describes items needed in addition to the cost breakdown
for concrete, water and storm sewer. The amount of the Letter of Credit (LOC)
cannot be determined until all of the items identified by Eric have been addressed.
Once all items have been addressed, the amount of the LOC must match the cost
estimate for remaining public improvements, as approved by the Public Works
Department.

J&K Contracting has the following punchlist items remaining on The Irons project
up in North Ames:
• Pass a chlorination test on the water main
• Abandon the chlorination taps on the water main after bacteria tests have
passed
• Adjust valve boxes to grade
These remaining items have a value estimated at roughly $7800.00. These items
will be completed upon passing bacteria tests and suitable working conditions.

Chris,
Thank you for the revised cost estimate, including the COSESCO fee. Eric Cowles will review the revised
estimate and will let you know if anything else is needed, prior to preparing the Letter of Credit to match the cost
estimate. The one other item I am aware of, from Eric, is whether financial security is in place for detention
practices.
Once the cost estimate is finalized and approved by Eric Cowles, please submit the cost estimate, and a Letter of
Credit in the amount of the cost estimate to Diane Voss, City Clerk. Diane will work with the City Attorney to
obtain approval of the Letter of Credit. Once approved, the City Clerk will prepare a certificate to include with the
Final Plat documents, stating that the financial security for the Final Plat has been approved.
We are still waiting to receive two other documents required as part of the Final Plat Application. These include:
1. Two (2) copies of a title opinion from an attorney indicating that the land is owned in fee by the owner who
has consented to the subdivision, each with original signatures, and
2. Two (2) copies of a Certificate from the Story County Treasurer that all tax payment obligations on the
property have been paid, each with original signatures.
Upon completion of the documents, described above, the Final Plat application will be complete, and ready for
processing.

RE: Final Plat Application for"The Irons" Subdivision. Case File SUB-17-01
Dear Mr. Gibson:
Thank you for submitting the Major Subdivision Final Plat Application for "The Irons"
Subdivision. The application materials were received by the Planning and Housing Department
on February 13, 2017. Upon receipt of the application fee on February 15, 2017, we have
reviewed the application materials submitted, and in accordance with Ames Municipal Code
Section 23.302(8)(b) and Section 23.503, have deemed the application to be incomplete for the
purpose of processing. The following items are needed to complete the application, prior to
processing:
1. Two (2) copies of a title opinion from an attorney indicating that the land is owned in fee
by the owner who has consented to the subdivision, each with original signatures;
2. Two (2) copies of a Certificate from the Story County Treasurer that all tax payment
obligations on the property have been paid, each with original signatures; and,
3. A certificate from the Diane Voss, City Clerk, that a performance bond guaranteeing
completion of all required improvements has been approved by the City Attorney and
filed with the City Clerk [see Section 23.503(3)69 of the Municipal Code].
The amount of the cost estimate for remaining public improvements must be approved by
the Public Works Department,prior to accepting the Letter of Credit(LOC)in the
amount of the approved cost estimate. Eric Cowles, Civil Engineer H,has noted changes
that are needed to the cost estimate, in computing the dollar amount for the LOC. The
cost of"Dirt Re-spread/Final Grading—Seamus Excavating",in the amount of
$31,000.00 is not necessary as part of the cost estimate,nor as part of the total dollar
amount for the LOC. The same is true for the"Natural Gas—Alliant Energy"item in the
amount of$8,817.68. A breakdown of water, or storm cost per lineal foot is needed for
"a
the"Utility Work—J&K." Cost breakdowns are needed with quantities in square yards
for paving. The cost estimate, and the LOC,must include$500 per acre of disturbance
for COSESCO (Construction Site Erosion and Sediment Control). If financial security is
not already in place for detention practices, that must also be included in the cost estimate
and LOC. For further clarification,please contact Eric Cowles at(515) 239-5277.
Please note that Diane will need the cost estimate for remaining public improvements, as
approved by the Public Works Department, and the Letter of Credit (LOC), in the amount
of the approved cost estimate. Once received, the City Clerk will seek approval of the
LOC by the City Attorney, prior to preparing the certificate required with the Final Plat
submission. For further clarification, please contact Diane Voss, City Clerk, at (515)
239-5262.
Once the Final Plat application is complete, a case planner will be assigned. The case planner
will collect the comments from the other City departments, and organizations, and send
comments to you within approximately seven (7) days of the date that the application is deemed
to be complete. This review will determine what, if any, steps or revisions may be necessary in
order for the project to comply with the City of Ames subdivision regulations (Municipal Code
Chapter 23), and any other applicable requirements. If no revisions or additional information is
required, the project will be scheduled for consideration at the next available City Council
meeting, depending upon the meeting calendar and State of Iowa public notice requirements. If
revisions are needed to bring the proposed Final Plat into compliance with the Municipal Code,
we will notify you accordingly.

the your Final Plat application, as soon as possible, so that review, and processing, of the Final
Plat can be completed in a timely manner.
