SUBJECT: PRELIMINARY PLAT FOR AIRPORT BUSINESS PARK

Purpose: The property owner is requesting approval of a Preliminary Plat for the AirPort
Business Park. The proposed subdivision includes three (3) numbered lots for
commercial development, and one (1) lettered lot to be dedicated as public
right-of-way for Airport Court.
Location: North side of Airport Road, approximately one-half mile west of South Duff
Avenue.
Area: 15.14 acres.

Utilities. The utilities adjacent to this site will be adequate to serve the needs of this future
development.
Water. The City maintains sufficient water capacity to serve this area.A 12-inch water
main is located in the Airport Road right-of-way along the south side of the subject site.
The developer will extend an 8-inch water main from the 12-inch water main within
Airport Road into the site.
Sanitary Sewer. An 8-inch sanitary sewer main currently exists within the Airport
Road right-of-way. The developer will extend an 8-inch sanitary sewer main from
Airport Road into the site to serve the proposed subdivision.

Storm Sewer. A storm water management plan has been prepared for the subject
site. The majority of the site generally drains from the south to the north. Storm water
from Lots 1 through 3 will be diverted, through overland flowage swales and storm
water piping, toward a detention pond on the north end of the subject site. The storm
water detention areas are illustrated on the Grading Plan (Sheet 2 of the Preliminary
Plat). The storm water will ultimately be discharged into the ditch along U.S. Highway
30 right-of-way. The rate of storm water run-off will not be increased above the
pre-development rate of run-off.
The developer has also submitted a storm water pollution prevention plan for this site,
which is located on Sheet 2 of the Preliminary Plat drawing.
Electric.The subject area falls within the City of Ames Electric Service Boundary.The
site can be adequately and efficiently served by municipal electric services. The
developer will extend the electric facilities from the southern boundary of the site into
the site to serve the proposed subdivision.
Streets and Vehicular Access. The developer will construct proposed Airport Court
southward from Airport Road approximately 3,300 feet to where it terminates with a
cul-de-sac. The developer will install sidewalks on both sides of Airport Court
(sidewalks already exist on the north side of Airport Road). These improvements are
consistent with the requirements of the Subdivision Ordinance.
Essential Community Services.The estimated fire response time to the subject area
is well within five (5) minutes. The City's fire response time goal is to have 85% of the
land area of the city within a response time of five (5) minutes or less. Fire Station
Number 3, located at the intersection of Airport Road and South Duff Avenue, provides
excellent fire coverage to the subject area.
Mary Greeley will supply ambulance services to the subject property.
The subject area falls within an existing police patrol area.

STIPULATIONS:
Staff believes that the Preliminary Plat for the AirPort Business Park can be approved subject
to the following stipulations:
1. That the developer will construct and dedicate all public improvements within the
development to City of Ames Urban Standards, as required, including: dedication of
public right-of-way, street paving, curb, gutter, sidewalks, street lights, water main,
sanitary sewer main, and storm sewer improvements, prior to approval of the Final
Plat;or execute an Improvement Agreement to guarantee the completion of all public
improvements and provide security in the form of an Improvement Guarantee, as set
forth in Section 23.409 of the Municipal Code.
2. That a note be placed on the Final Plat drawings indicating that no vehicular access
will be provided from Airport Road to Lots 2 and 3. All vehicular access to the lots
within the development shall come from Airport Court.
3. That a note be placed on the Final Plat drawings indicating that any future
maintenance needed to the storm water structure located within the U.S. Highway 30
right-of-way, as determined by the Iowa Department of Transportation, will be the
responsibility of the property owner.
4. That the developer secure all necessary permits prior to commencing any work within
the IDOT right-of-way.
RECOMMENDATION OF THE PLANNING &ZONING COMMISSION:
With a vote of 5-0,the Planning and Zoning Commission reviewed the proposal at its meeting
of November 17, 2004 and recommended approval of the Preliminary Plat with the
stipulations listed above.
ALTERNATIVES:
1. The City Council can approve the Preliminary Plat for the AirPort Business Park with
the stipulations listed above.
2. The City Council can deny the Preliminary Plat for AirPort Business Park.
3. The City Council can approve the Preliminary Plat for AirPort Business Park, with
modifications.
4. The City Council can postpone action on this request and refer it back to City staff
and/or the applicant for additional information.

CITY MANAGER'S RECOMMENDED ACTION:
Staff concurs with the Planning and Zoning Commission to recommend that Alternative#1 be
adopted. The proposed Preliminary Plat is consistent with the surrounding land uses, existing
zoning, and LUPP designation. Staff supports the three stipulations outlined in this Action
Form. Stipulation#1 ensures the installation of the required public improvements. Stipulation
#2 restricts vehicular access directly from the proposed lots to Airport Road, which is an
arterial roadway. Stipulation #3 ensures that the property owner is responsible for any
maintenance needed to the storm water structure that is proposed to be constructed within
the U.S. Highway 30 right-of-way. Stipulation #4 ensures that the developer secure all
appropriate permits from the Iowa Department of Transportation prior to performing any work
within U.S. Highway 30 right-of-way.
