Switz Jr., Director December 12, 1978 Honorable Mayor and Members. of Council Administration Building Main and Pearle Streets Ames, Iowa 50010 Re: Conceptual Development Plan for Reed's Subdivision Honorable Mayor and Members of City Council : The Planning & Zoning Commission, during its regular meeting of December . 6, 1978, considered the above Conceptual Development Plan (which is located to the rear of the Reed's Cadillac and Oldsmobile dealership) and adopted the following motion by a 7 to 0 vote: To approve the CDP of Reed's Subdivision subject .to the following constraints .as recommended by staff: (1) That necessary precautions be taken to .prevent excessive erosion in. the natural drainageway along the north edge of the property which may be caused by the increased runoff from this area. Of particular concern is the area east. of the street where the storm water runoff carried by the street will dump into. the drainageway.. (2) That the area comprising the north 50' of Lots 11-15 be. covenanted in individual .deeds, of conveyance as a permanent open space and natural drainageway system. . (3) That the land- below the existing 70' contour line on Lot 1.0 be . covenanted in the deed of conveyance as a -permanent open space and .natural drainageway system. (4) Consideration may be given to requiring the developer to submit plans for the methods to be used to control erosion when the road is graded and when .development takes place on Lots 10-15. - This is particularly important if any filling is done on these lots . Although the entire tract of land owned by Reeds is represented in the CDP, as is required by' subdivision regulations , present intentions are to develop only on Lots 1, 2„3, and 4. Under the proposed lease, the State would have first right of refusal to purchase this land upon expiration of the lease. Please find attached a copy of the Department's staff report on this subject. ENGINEER: Ames Engineering & Testing Company LOCATION: South Duff Avenue SIZE AND NUMBER OF LOTS: Total Area of Subdivision -- 21.81 acres Number of Lots -- 16 Lot Size -- Vary in size from 21;000 sq. ft. to 5 acres ZONING £: LAND USE: Subject Parcel -- C-3; Lots 1-15 vacant, Lot 16 - automobile dealership North -- C-3; Army Reserve Center, City of Ames Water Pollution Control facility South -- A-1; State nursery East -- C-3; Ames Water Pollution Control facility West U. S. Highway 69 FINDINGS: Land Use Policy Plan The Land Use Policy Plan designates this area as being suitable for commercial .development. Public Utilities Water -- 14" line in U. S. 69 right-of-way Sanitary Sewer -- 10" line in U. S. 69 right-of-way Storm Sewer -- not available Other -- Transportation Access to the site is provided via a frontage road from U. S. Highway 69. Physical Characteristics Vegetation -- Extensive natural vegetation along the north and east portions of the plat. Part of the area is being used for agricultural purposes, Physical Characteristics (continued) Terrain -- Gently rolling and sloping to the north and east Drainage -- Drainage is to the north and east. Soils -- See attached. Flooding -- The area is not subject to flooding. ANALYSIS: 1. The Land Use Policy Plan designates the area as being suitable for commercial development. The site is surrounded on three sides by public property. The property to the north is owned by the City of Ames and it is anticipated that the property may be developed at some time in the future. For that reason, the street serving the subdivision curves to the north so it can be extended into the City property. The street will also serve to carry storm water from the site into the natural drainageway. The property to the south is owned by the State of Iowa and is the State Nursery. It is anticipated that it will not be developed. 2. Lots 11-15 slope to the north and the slopes are covered with natural vegetation. Much of the lower area along the fence row is a wet area and serves as a natural drainageway along the north boundary of the.subject property. It, thus, serves as an important drainage function for this plat and the area to the east and north. Construction on the slopes of this natural drainageway will impact the drainageway and impair the function it serves. Grading and filling of Lots 10-15 will undoubtedly result in erosion and sedi- mentation of the natural drainageway. In order to preserve the natural drainageway, no construction should occur on the north 50' of Lots 11-15. The steep sloped. portion of Lot 10 is a wooded area and part of the natural drainageway. Although the existence of an easement for a sanitary sewer prevents construction on part of this area, no construction should occur below the existing 70' contour. RECOMMENDATION: The Department of Community Development recommends that this CDP be approved with the following considerations: 1. That necessary precautions be taken to prevent excessive erosion in the natural drainageway, along the north edge of the property, which may be caused by the increased runoff from this area. Of particular concern is the area east of the street where the storm water runoff carried by the street will dump into the drainageway. 2.
