HomeMy WebLinkAboutA002 - Council Action Form dated November 24, 2009 ITEM # 14 DATE: 11-24-09 COUNCIL ACTION FORM SUBJECT: NORTHWOOD HEIGHTS SUBDIVISION, 4" ADDITION FINAL PLAT BACKGROUND: This applicant is requesting approval of the Final Plat for Northwood Heights Subdivision, Fourth Addition, which is located outside the City limits within two miles of Ames, east of North Dakota Avenue, and south of Cameron School Road. The proposed subdivision replats Lots 1 and 2 (Northwood Heights Subdivision, Third Addition) into four lots for single-family dwellings, four outlots for open space, and two outlots for conservation purposes, including a total of 19.2 acres. The property has the Story County R-1 Residential zoning designation, which is consistent with the Ames Land Use Policy Plan. Please refer to the attached Final Plat drawing and the Location Map. Along with the Final Plat, the following documents have been submitted: • Council Acceptance Resolution • Consent document signed by the property owners • Attorney's opinion verifying ownership and that the property is free of encumbrances, except those that are listed • Certificate of the County Treasurer certifying the property is free of taxes and assessments • Easements to the Northwood Heights II Homeowners Association for pedestrian access and specifying uses for the six outlots as described above • Easements to Story County for surface water flowage Restrictive covenants were also submitted with details about use and management of the open space and conservation areas. The covenants are not subject to City Council approval. On October 13, 2009, the City Council approved a request to waive the subdivision requirements for public improvements in this proposed subdivision. The City Council also approved the Preliminary Plat with the conditions that agreements be signed and recorded pertaining to future annexation, future assessment for costs of City subdivision improvements, and to the future cost of abandoning any rural water and sewer systems. Those agreements have now been recorded by the Story County Recorder. ALTERNATIVES: 1. The City Council can approve the Final Plat for .Northwood Heights Subdivision, Fourth Addition. 1 2. The City Council can deny approval of the Final Plat for Northwood Heights Subdivision, Fourth Addition. 3. The City Council can referthis item backto staff and/or the developer for additional information. MANAGER'S RECOMMENDED ACTION: All conditions for approval of the Preliminary Plat and subdivision requirements have been fulfilled. Therefore, it is the recommendation of the City Manager that the City Council adopt Alternative #1.
