HomeMy WebLinkAboutA011 - Council Action Form dated November 28, 2006 ITEM #: alb DATE: 11/28/06 COUNCIL ACTION FORM SUBJECT: PRELIMINARY PLAT REVISION FOR RINGGENBERG PARK SUBDIVISION The property owners, Ringgenberg Estates, L.L.C., are requesting approval of a revised Preliminary Plat for Ringgenberg Park Subdivision. The proposed revision to the approved subdivision includes consolidating three lots into one lot for the purpose of a future clubhouse, thus changing the total number of residential lots from the approved 202 lots to 199 lots. All other aspects of the approved development are proposed to remain the same. The Preliminary Plat forthe Ringgenberg Park Subdivision was originally approved by City Council via Resolution No. 05-162 on April 12, 2005. That approval included 117 acres, 202 lots for single-family residential development, one lot for multi-family development, and a series of outlots to be utilized for storm water management and open space. Utilities are not proposed to change with the requested revision. STIPULATIONS: Staff believes the Preliminary Plat for the Ringgenberg Park Subdivision can be approved subject to the following stipulations: 1 . That the developer will construct and dedicate all public improvements within the development to City of Ames Urban Standards, as required, including: street paving, curb, gutter, sidewalks, bicycle/pedestrian pathways, street lights, street trees, water main, sanitary sewer main, and storm sewer improvements, prior to approval of the Final Plat, or execute an Improvement Agreement to guarantee the completion of all public improvements and provide security in the form of an Improvement Guarantee, as set forth in Section 23.409 of the Municipal Code. 2. Prior to approval of a Building Permit, a Minor Site Development Plan will be required for the proposed clubhouse. Recommendation of the Planning & Zoning Commission. The Planning and Zoning Commission discussed the proposed changes to the Ringgenberg Park Subdivision at length during the previous item, Planned Residential District amendment for Ringgenberg Park Subdivision. The discussion and information obtained has been outlined within the Ringgenberg Park Subdivision Planned Residence District amendment Council Action Form. At its meeting of November 15, 2006, with a vote of 4-2, the Commission recommended approval of the revised Preliminary Plat with the stipulations listed above. ALTERNATIVES: 1. The City Council can approve the Revised Preliminary Plat for the Ringgenberg Park Subdivision with the stipulations listed above. 2. The City Council can deny the Revised Preliminary Plat for Ringgenberg Park Subdivision. 3. The City Council can approve the Revised Preliminary Plat for Ringgenberg Park Subdivision, with modifications. 4. The City Council can postpone action on this request and refer it back to City staff and/or the applicant for additional information. MANAGER'S RECOMMENDED ACTION: The proposed Preliminary Plat is consistent with the surrounding land uses, existing zoning, and LUPP designation. Therefore, it is the recommendation of the City Manager that Alternative #1 be adopted. This action will allow for the development of revised Ringgenberg Park Subdivision to proceed.
