HomeMy WebLinkAboutA009 - Council Action Form dated November 8, 2005 ITEM # 174 DATE 11/08/05 COUNCIL ACTION FORM SUBJECT: APPROVAL OF PARTIAL COMPLETION OF PUBLIC IMPROVEMENTS AND APPROVAL OF THE FINAL PLAT FOR NORTHRIDGE HEIGHTS SUBDIVISION, 9TH ADDITION BACKGROUND: The applicants, Uthe Development Company, L.L.C., are requesting that the Final Plat for Northridge Heights Subdivision, 9th Addition be approved. The subject property consists of approximately 23.48 acres and is generally located north of Bloomington Road and east of George Washington Carver Avenue. The proposed Final Plat involves the creation of 49 single-family lots; one lettered outlot (Outlot'F')for storm water management and open space development; and one lettered lot (Lot 'K') for dedication as public street right-of-way for Valley View Road, Sedwick Street, Wembley Avenue, Stockbury Street, and Weston Drive. The area being platted for development is zoned FS-RL (Suburban Residential Low Density District). The lots for single-family attached and detached dwellings range in size from 11,146 square feet to 25,137 square feet. The net density of the proposed Final Plat is 2.65 dwelling units per net acre, based on 49 units on 18.52 net acres. The lots meet all of the requirements of the Zoning Ordinance. The developers have installed a portion of the required public improvements for this subdivision. The public improvements that have been completed include the installation of water, sanitary sewer, and storm sewer. Pedestrian/bike paths, street paving, streetlights, sidewalks, and street trees must still be installed. A$342,890 Letter of Credit and a Public Improvement Agreement secure the pedestrian/bike paths, street paving, and streetlights. The sidewalks and street trees are secured through an Agreement for Sidewalk and Street Trees. These improvements will be installed as homes are constructed on the adjacent lots. ALTERNATIVES: 1. The City Council can approve the Resolution of Partial Completion of Public Improvements and the Final Plat for Northridge Heights Subdivision, 9th Addition. 2. The City Council can deny approval of the Resolution of Partial Completion of Public Improvements and the Final Plat for Northridge Heights Subdivision, 9th Addition. 3. The City Council can refer these items back to staff and the developer for additional information. 1 MANAGER'S RECOMMENDED ACTION: It is the recommendation of the City Manager that the City Council approve Alternative#1. This will approve the Partial Completion of Public Improvements and the Final Plat for Northridge Heights Subdivision, 9th Addition. All subdivision requirements have been fulfilled.
