ITEM # DATE 10/12/04 COUNCIL ACTION FORM SUBJECT:APPROVAL OF PARTIAL COMPLETION OF PUBLIC IMPROVEMENTS AND APPROVAL OF THE.FINAL PLAT FOR LONGVIEW SUBDIVISION, 3RD ADDITION BACKGROUND: The applicants, Erben Hunziker and Margaret Hunziker Apartments, L.L.C., are requesting 'that the Final Plat for Longview Subdivision, 3rd Addition be approved. The subject property consists of approximately 6.49 acres and is generally located south of Clemens Boulevard, north of Waller Street on both sides of Poe Avenue. The proposed Final Plat involves the creation of 22 single-family lots and one lettered lot (Lot'E')for dedication as public street right-of-way for Poe Avenue, Steinbeck Street, and Twain Street. The single-family lots range in size from 8,013 square feet to 15,611 square feet. The net density of the"proposed Final Plat is 4.50 dwelling units per net acre, based on 22 lots on 4.89 net acres. The developers have installed a portion of the required public improvements for this subdivision. The public improvements that have been completed include the installation of water, sanitary sewer, and storm sewer. Pedestrian/bike paths, street paving, streetlights, sidewalks, and street trees must still be installed. A $104,876.56 Letter of Credit and a Public Improvement Agreement secure the pedestrian/bike paths, street paving, and streetlights. The sidewalks and street trees are secured through an Agreement for Sidewalk and Street Trees. These improvements will be installed as homes are constructed on the adjacent lots. ALTERNATIVES: 1. The City Council can approve the Resolution of Partial Completion of Public Improvements and the Final Plat for Longview Subdivision, 3rd Addition. 2. The City Council can deny approval of the Resolution of Partial Completion of Public Improvements and the Final Plat for Longview Subdivision, 3rd Addition. 3. The City Council can refer these items back to staff and the developer for additional information. CITY MANAGER'S RECOMMENDED ACTION: It is the recommendation of the City Manager that the City Council approve Alternative#1. This will approve the Resolution of Partial Completion of Public Improvements and the Final Plat for Longview Subdivision, 3rd Addition. All subdivision requirements have been fulfilled.
