HomeMy WebLinkAboutA011 - Council Action Form dated October 12, 2004 ITEM # V uKJ DATE 10/12/04 COUNCIL ACTION FORM SUBJECT: APPROVAL OF PARTIAL COMPLETION OF PUBLIC IMPROVEMENTS AND APPROVAL OF THE FINAL PLAT FOR ASPEN RIDGE SUBDIVISION BACKGROUND: The applicant, Scott E. Randall, is requesting that the Final Plat for Aspen Ridge Subdivision be approved. The subject property consists of approximately 13 acres and is generally located at the northeast corner of South 16th Street and the future extension of Grand Avenue. The proposed Final Plat involves the creation of 22 platted lots for single-family detached development; two lettered outlots (Outlots `A' and `B') for storm water management, open space, and future residential development; and one lettered lot (Lot `A') for dedication as public street right-of-way for South 16th Street. The area being platted for development is zoned RM (Suburban Residential Medium Density District). The lots for single-family detached dwellings range in size from 3,810 square feet to 5,937 square feet. The net density of the proposed Final Plat is 8.84 dwelling units per net acre, based on 22 units on 2.49 net acres. The lots meet all of the requirements of the Zoning Ordinance and the approved PRD (Planned Residence District) plan. The developers have installed a portion of the required public improvements for this subdivision. The public improvements that have been completed include the installation of an additional lane on South 16th Street. Pedestrian/bike path and street trees must still be installed. A $9,000 Letter of Credit and a Public Improvement Agreement secure the installation of the pedestrian/bike path. The street trees are secured through an Agreement for Street Trees. ALTERNATIVES: 1. The City Council can approve the Resolution of Partial Completion of Public Improvements and the Final Plat for Aspen Ridge Subdivision. 2. The City Council can deny approval of the Resolution of Partial Completion of Public Improvements and the Final Plat for Aspen Ridge Subdivision. 3. The City Council can refer these items back to staff and the developer for additional information. CITY MANAGER'S RECOMMENDED ACTION: It is the recommendation of the City Manager that the City Council approve Alternative#1. This will approve the Partial Completion of Public Improvements and the Final Plat for Aspen Ridge Subdivision. All subdivision requirements have been fulfilled.
