HomeMy WebLinkAboutA014 - Council Action Form dated June 22, 2004 r t ITEM # 2� DATE: 06/22/04 COUNCIL ACTION FORM SUBJECT: APPROVAL OF THE FINAL PLAT FOR BLOOMINGTON HEIGHTS WEST TOWNHOMES PLAT 2 BACKGROUND: The property owner, Ames Land Company, is requesting approval of the Final Plat for Bloomington Heights West Townhomes Plat 2. The subject area is a replat of Outlot `Z' of Bloomington Heights West Plat 1, and Parcel "A' of Outlot`A' of Bloomington Heights West Townhomes Plat 1. The subject area is generally located on the north side of Harrison Road, west of Hyde Avenue, east of the Union Pacific Railroad right-of-way, and south of the north City limits of Ames. This is the northwest corner of the Bloomington Heights West development. The property owners are proposing to subdivide the subject property into forty-four(44)lots for single-family attached dwellings. Twenty-two (22) buildings will be constructed with two units in each building. Each unit will be under separate ownership, with buildings bisected at the property line. In addition, Outlot `B' is proposed to include all the remaining property in the subdivision, for use as open space, storm water detention and private streets to serve the proposed lots. There will be no direct vehicular access to the proposed lots from Harrison Road. All vehicular access to the proposed lots will be via the proposed private streets, including: Lakeside Drive, Westwind Drive, and Brickman Avenue. The entire area of the Bloomington Heights West Townhomes Plat 2 includes approximately 7.436 acres. The property is currently zoned "RM (F-PRD)" (Residential Medium Density with an overlay zone for Planned Residence District). The proposed lots meet the requirements of the Zoning Ordinance. The developers have installed the required public infrastructure, with the exception of the public sidewalks and bike path along Harrison Road. The installed improvements have been inspected and accepted by the City of Ames. The sidewalks and bike path are covered under a separate agreement. As a result of this review, staff recommends that the Final Plat for Bloomington Heights West Townhomes Plat 2, be approved. e ALTERNATIVES: 1. The City Council can approve the Final Plat for Bloomington Heights West Townhomes Plat 2. 2. The City Council can deny approval of the Final Plat for Bloomington Heights West Townhomes Plat 2. 3. The City Council can refer the Final Plat back to staff and/or the property owners for additional information. CITY MANAGER'S RECOMMENDED ACTION: The City Manager recommends that the City Council approve Alternative #1. This will approve the Final Plat for the Bloomington Heights West Townhomes Plat 2. All subdivision requirements have been fulfilled.
