COUNCIL ACTION FORM
SUBJECT: APPROVING PARTIAL COMPLETION OF PUBLIC IMPROVEMENTS AND
THE FINAL PLAT FOR BLOOMINGTON HEIGHTS SUBDIVISION PLAT 11
BACKGROUND:
The property owners, Knapp Properties, Inc., are requesting approval of the Bloomington
Heights Subdivision 11th Addition. The subject area is a replat of Outlot A Bloomington
Heights Subdivision Plat 5. The subject area is located on the south side of Harrison Road,
east of Eisenhower Avenue, in the northeast corner of the Bloomington Heights
Subdivision.
The property owners are proposing to subdivide the subject property into 9 lots(Lots 1 —9)
for single-family detached residential development, and one lot (Lot A) for dedication as
public right-of-way. Lot A will be dedicated as an arterial street (Harrison Road). There will
be no direct vehicular access to the proposed lots from Harrison Road. All vehicular
access to the proposed lots will be via the proposed local street, Harrison Circle.
The entire area of the Bloomington Heights Subdivision Plat 11 includes approximately
4.22 acres. The property is currently zoned "RL" (Residential Low Density). The proposed
lots meet the requirements of the Zoning Ordinance.
The developers have installed a portion of the required public improvements for this
subdivision. The public improvements that have been completed include the installation of
water, sanitary sewer, storm sewer, curb and gutter, and the asphalt base of the streets.
The improvements remaining to be installed are the final top-coat of asphalt for the streets,
sidewalks, and street trees. The final top-coat of asphalt for the streets is secured by a
$5,615.00 Letter of Credit and a Public Improvement Agreement. The sidewalks and street
trees are secured through an Agreement for Sidewalk and/or Bike Path and Street Trees.
These improvements will be installed as homes are constructed on the adjacent lots.
As a result of this review, staff has determined that the Final Plat for Bloomington Heights
Subdivision Plat 11 should be approved.
ALTERNATIVES:
1. The City Council can approve the Final Plat for Bloomington Heights Subdivision Plat
11.
2. The City Council can deny approval of the Final Plat for Bloomington Heights
Subdivision Plat 11.
3. The City Council can refer the Final Plat back to staff and the property owners for
additional information.
CITY MANAGER'S RECOMMENDED ACTION:
It is the recommendation of the City Manager that the City Council approve Alternative#1.
This will approve the Final Plat for the Bloomington Heights Subdivision Plat 11. All
subdivision requirements have been fulfilled.
