COUNCIL ACTION FORM
SUBJECT: PRELIMINARY PLAT FOR SOUTH FORK TOWNHOMES SUBDIVISION (A
REPLAT OF LOTS 27, 28, 29, AND 30 OF SOUTH FORK SUBDIVISION, FIRST
ADDITION), GENERALLY LOCATED SOUTHEAST OF THE INTERSECTION OF
MARIGOLD DRIVE AND THE ALLEY SOUTH OF MARIGOLD DRIVE.
BACKGROUND:
Subdivision Proposal. The Developer is requesting approval of a Preliminary Plat for
South Fork Townhomes Subdivision (a replat of Lots 27, 28, 29, and 30 of South Fork
Subdivision, First Addition), including approximately 19,424 square feet. The purpose for
the subdivision is to take the four existing platted lots and divide these lots into six total lots
for the construction of single-family attached dwellings.
The Preliminary Plat divides the subject property, which consists of four existing lots, into
six lots. The size of each lot is described as follows:
Lot 1: 5,984 sq. ft.
Lot 2: 2,520 sq. ft.
Lot 3: 2,520 sq. ft.
Lot 4: 2,520 sq. ft.
Lot 5: 2,520 sq. ft.
Lot 6: 3,360 sq. ft.
Total Sq. Ft.: 19,424 sq. ft. (.45 acres)
Land Use Policy Plan (LUPP). The Preliminary Plat is consistent with the Land Use
Policy Plan Map designation of"Village/Suburban Residential'.
Zoning. The subject property is zoned as "FS-RM" (Suburban Residential Medium
Density). The minimum lot area for single-family attached dwellings in the"FS-RM"zone is
2,400 square feet for exterior units and 1,200 square feet for interior units. The minimum
lot frontage on a public street is 24 feet. Land uses proposed for the lots in this subdivision
must receive approval of a Major Site Development Plan by the City Council, prior to the
issuance of a building permit.
Density. The Zoning Ordinance requires the minimum density in areas zoned as"FS-RM"
to be 10.0 dwelling units per net acre. The density proposed for this subdivision is 13.33
dwelling units per net acre. This subdivision proposal meets the minimum density
requirements in the approved Master Plan for South Fork Subdivision.
Existing Land Uses. The existing platted lots are undeveloped, at this time. Surrounding
land to the south, east, and west is also undeveloped as part of the South Fork
Subdivision.
Utilities.The municipal utilities in the area are adequate and can be extended to serve the
proposed subdivision.
Storm Water Management. A storm water management plan has been previously
completed for the South Fork Subdivision, of which these parcels are included. The rate of
run-off from the development is not allowed to increase above the pre-development level of
run-off.
Vehicular and Pedestrian Access. Vehicular access to the subdivision is from Dotson
Drive and Marigold Drive (existing streets in the South Fork Subdivision), and from the alley
along the south boundary of the lots in the proposed subdivision. At the time of
development, driveway access to each lot must be from the alley, not from Marigold Drive.
Fire. The estimated fire response time to the subject area ranges from three to four
minutes. This is-well within the maximum response time of five (5) minutes. It is the City
Council's goal to have a minimum of 85% of the land area in Ames within a maximum fire
department response time of five (5) minutes.
Stipulations. The following stipulations should be placed on the approval of the
Preliminary.Plat for South Fork Townhomes Subdivision to assure that it will be developed
consistent with the intent of the Subdivision Ordinance and other ordinances, adopted
plans, and policies of the City of Ames.
1. That the conditions and requirements of the approved Development Agreement for
South Fork Subdivision will also apply to the South Fork Townhomes Subdivision.
2. Driveway access to the lots in South Fork Townhomes Subdivision must be from the
alley south of Marigold Drive.
RECOMMENDATION OF THE PLANNING & ZONING COMMISSION:
The Planning &Zoning Commission recommended approval of this Preliminary Plat at their
meeting of September 17, 2003 with the following stipulations:
1. That the conditions and requirements of the approved Development Agreement for
South Fork Subdivision will also apply to the South Fork Townhomes Subdivision.
2. Driveway access to the lots in South Fork Townhomes Subdivision must be from the
alley south of Marigold Drive.

ALTERNATIVES:
1. The City Council can approve the Preliminary Plat for South Fork Townhomes
Subdivision, with the following stipulations:
A. That the conditions and requirements of the approved Development Agreement
for South Fork Subdivision .will also apply to the South Fork Townhomes
Subdivision.
B. Driveway access to the lots in South Fork Town,homes Subdivision must be from
the alley south of Marigold Drive.
2. The City Council can deny the Preliminary Plat for South Fork Townhomes
Subdivision.
3. The City Council can approve the Preliminary Plat for South Fork Townhomes
Subdivision, with modifications.
4. Action on this request can be postponed and referred back to City staff and/or the
applicant for additional information.
MANAGER'S RECOMMENDED ACTION:
This Preliminary Plat request is consistent with the Land Use Policy Plan and "FS-RM"
zoning requirements. Therefore, it is recommended.that Alternative #1 be adopted.
Alternative#1 is approval of the Preliminary Plat for South Fork Townhomes Subdivision,
with the following stipulations:
A. That the conditions and requirements of the approved Development Agreement for
South Fork Subdivision will also apply to the South Fork Townhomes Subdivision.
B. Driveway access to the lots in South Fork Townhomes Subdivision must be from the
alley south of Marigold Drive.
