HomeMy WebLinkAboutA002 - Council Action Form dated November 18, 2003 ITEM # DATE 11/18/03 COUNCIL ACTION FORM SUBJECT: APPROVAL OF THE FINAL PLAT FOR NORTHRIDGE HEIGHTS SUBDIVISION, 7T" ADDITION. BACKGROUND: The proposed Final Plat is a replat of Lot 28, Outlot "0", Outlot "P", and Outlot ."Q" of Northridge Heights Subdivision 6th Addition, and involves the creation of 23 platted lots for single-family detached dwellings, two lots (Lots G and H)for public right-of-way, and three outlots (Outlots L, M, and N) for future residential development. The entire area of Northridge Heights Subdivision, 7th Addition includes 86.50 acres. The density of the development, for the 23 platted lots is 2.86 dwelling units per net acre, and the lots range in size from 12,277 square feet to 23,303 square feet. The land area is zoned as "FS-RL" (Suburban Residential Low Density). While this phase does not meet the required minimum density of 3.75 dwelling units per,net acre, the overall development, as approved on the Preliminary Plat, does meet the density requirement. The proposed Final Plat is consistent with the approved Preliminary Plat. Furthermore, all lots meet the minimum requirements of the Zoning Ordinance. The developers have installed none of the required public improvements, including the underground utilities (water, storm sewer, and sanitary sewer), street paving, bike paths, street lights, sidewalks, and street trees. Financial security in the form of a Letter of Credit in the amount of $449,101.06 has been submitted by the.Developer for the cost of the underground utilities, street paving, bike paths, and street lights. The sidewalks and street trees are secured through an Agreement for Sidewalk and Street Trees. These improvements will be installed as homes are constructed on the adjacent lots. As a result of this review, staff has determined that the Final Plat for Northridge Heights Subdivision, 7" Addition should be approved. ALTERNATIVES: 1. The-City Council can approve the Final Plat for Northridge Heights Subdivision, 7th Addition. 2. The City Council can deny approval of the Final Plat for Northridge Heights Subdivision, 7 Addition. 3. The City Council can refer the Final Plat back to staff and the property owners for additional information. a CITY MANAGER'S RECOMMENDED ACTION: It is the recommendation of the City Manager that the City Council approve Alternative#1. This will approve the Final Plat for Northridge Heights Subdivision, 71h Addition. All subdivision requirements have been fulfilled.
