HomeMy WebLinkAboutA012 - Council Action Form dated November 18, 2003 ITEM # I DATE 11/18/03 COUNCIL ACTION FORM SUBJECT: FINAL PLAT FOR ARMSTRONG'S FOURTH ADDITION. BACKGROUND: The property owners, Armstrong Family Limited Partnership, are requesting approval of the Final Plat for Armstrong's Fourth Addition. The proposed subdivision includes four lots (for future commercial and multiple-family development), and Lot A (to be dedicated as right-of-way for South Duff Avenue). The proposed subdivision is located northeast of the intersection of South Duff Avenue and Crystal Street. The subdivision includes a total of 4.68 acres, which is to be divided into five lots. Proposed lot sizes are described as follows: • Lot 1: 0.67 acres; • Lot 2: 0.67 acres; • Lot 3: 0.89 acres; • Lot 4: 2.34 acres; and, • Lot A: 0.11 acres (for Duff Avenue right-of-way) • Total 4.68 acres Lots 1, 2, and 3 are zoned as "HOC" (Highway-Oriented Commercial) for future commercial development. Lot 4 was rezoned from "HOC" to "RH" (Residential High Density) on June 24, 2003, to allow for future multiple-family development. Public utility easements are provided in the ten feet along the north, south, and west perimeters of the proposed subdivision. A public utility easement, ten feet in width, runs north/south through the subdivision and includes the east five feet of Lots 1, 2, and 3, and the west five feet of Lot 4. The developer has signed a "Covenant for Assessment of Cost of Sidewalk Improvements" that will be recorded with the Final Plat. This agreement allows the City to require the installation of sidewalks at a future date, as directed by the City Council. City staff believes that the Final Plat for Armstrong's Fourth Addition is consistent with the approved Preliminary Plat for Armstrong's Fourth Addition, and that the Final Plat meets the regulations of the Subdivision Ordinance. Staff recommends approval of the Final Plat by the City Council. e ALTERNATIVES: 1. The City Council can approve the Final Plat for Armstrong's Fourth Addition. 2. The City Council can deny the approval of the Final Plat for Armstrong's Fourth Addition. 3. The City Council can refer this item back to staff and the property owner for additional information. CITY MANAGER'S RECOMMENDED ACTION: It is the recommendation of the City Manager that the City Council approve Alternative#1. This will approve the Final Plat for Armstrong's Fourth Addition. Requirements of the Subdivision Ordinance for approval of a Final Plat are met by the proposed subdivision.
