HomeMy WebLinkAboutA003 - Council Action Form dated April 22, 2003 - preliminary plat not scanned ITEM # 35 DATE 04/22/03 COUNCIL ACTION FORM SUBJECT: A REQUEST FOR APPROVAL OF THE PRELIMINARY PLAT FOR RIVER RIDGE SUBDIVISION. BACKGROUND: Request. The property owners are requesting approval of a Preliminary Plat for River Ridge Subdivision, to divide 32.25 acres of land into three (3) lots, three (3) outlots, and public road right-of-way. Location. The subject property is located northeast of the corporate limits, on the north side of Riverside Road, and east of 329 West Riverside Road, approximately one-quarter mile west of U.S. Highway 69, in the NE % of Section 25-84-24, Franklin Township. Land Division. The amount of land area included in each proposed lot and outlot is described as follows: ■ Lot 1: 2.60 acres ■ Lot 2: 2.30 acres ■ Lot 3: 2.23 acres ■ Outlot A: 8.99 acres ■ Outlot B: 7.47 acres ■ Outlot C: 7.87 acres ■ Lot A: 0.79 acres (street right-of-way to be dedicated to Story Co.) Total Land Area: 32.25 acres Existing & Proposed Land Use. The existing land use is floodplain, woods, and open space that includes the Skunk River greenbelt. Single-family dwellings are proposed for Lots 1 and 3, at this time, and Lot 2 at a future date. Lot Frontage/Access. Lots 1, 2, and 3 are proposed with frontage on West Riverside Road. Vehicular access is provided to Lot 2 by a driveway from West Riverside Road. An access easement on Lot 2 will provide access to Lots 1 and 3. There are no additional public or private streets proposed as part of this subdivision. The portion of West Riverside Road adjacent to the proposed subdivision (0.79 acres) must be dedicated to Story County, as part of the approval of the Final Plat for this subdivision. Waiver of City Requirements for Public Infrastructure. On March 25, 2003, the City Council approved a waiver of infrastructure requirements forthis proposed subdivision with stipulations to be addressed as part of the submittal of the Final Plat. Street Tree Plan. A Street Tree Plan is required, since this is a residential subdivision. The property owners propose to plant over-story trees, consistent with the City of Ames approved list of street tree species, at a spacing of 50 feet on-center. RECOMMENDATION OF THE PLANNING &ZONING COMMISSION: The Planning & Zoning Commission reviewed this request at their meeting of April 16, 2003 and approval of the Preliminary Plat was recommended. ALTERNATIVES: 1. The City Council can approve the Preliminary Plat for River Ridge Subdivision. 2. The City Council can deny the Preliminary Plat for River Ridge Subdivision. 3. The City Council can approve the Preliminary Plat for River Ridge Subdivision,with modifications. 4. Action on this request can be postponed and referred back to City staff and/or the applicant for additional information. MANAGER'S RECOMMENDED ACTION: It is recommended that Alternative #1 be adopted. Alternative #1 is an approval of the Preliminary Plat for the River Ridge Subdivision.
