HomeMy WebLinkAbout~Master - Memorandum of Understanding Between the City of Ames and Story County RESOLUTION NO. 19-419 RESOLUTION APPROVING THE MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF AMES AND STORY COUNTY FOR THE CITY OF AMES, IOWA WHEREAS, City staff has been working to finalize the agreement with Story County prior to the September 10, 2019,bond referendum for the Healthy Life Center(HLC); and, WHEREAS, the agreement calls for Story County to provide funding for the construction of the facility as well as ongoing financial support for the operations and projected operating deficit for a limited period of time,and in return non-Ames Story County residents will be charged according to the same fee schedule as Ames residents; and, WHEREAS, the major provisions of the proposed agreement are: • Story County will pay the City$2,000,000 towards the construction and equipping of the HLC. This obligation will be in the form of three equal payments to the City over three fiscal years beginning on July 1, 2020, or 30 days after the City enters into an agreement to proceed with the construction of the HLC, whichever comes later. • Story County will also make annual payments to the City to help cover the operating expenses of the HLC during the term of the agreement. The first payment of$100,000 will be due to the City 30 days following the opening of the HLC and will be increased by 3% each fiscal year thereafter. • In return for the above payments,non-Ames residents that live in Story County will be charged to use the facility in accordance with the same fee schedule that is applied to Ames residents. • The agreement will last 25 years from the date of the HLC opens to the public. By mutual consent of the parties, the agreement can be terminated at any time and extended or renegotiated after the initial term ends. NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of Ames,Iowa,that the Memorandum of Understanding between the City of Ames and Story County for the Healthy Life Center is hereby approved.
