RESOLUTION APPROVING CITY MATCH FOR COMMUNITY ATTRACTION AND
TOURISM (CAT) GRANT IN REGARDS TO THE INIS GROVE ACCESSIBILITY
IMPROVEMENT PROJECT (MIRACLE LEAGUE FIELD, INCLUSIVE
PLAYGROUND,AND RESTROOM)
FOR THE CITY OF AMES,IOWA
WHEREAS, at the June 11, 2019, meeting, Council approved the plans and specifications
for the Miracle League Field and Inclusive Playground and authorized the Ames Foundation to begin
construction; and,
WHEREAS, the approval to begin construction was contingent on the Ames Foundation
signing a contract with the City stating the Ames Foundation would be responsible for any shortfall
in project funding; and,
WHEREAS,this contract has been signed and the Ames Foundation is moving forward with
the project and the Ames Foundation has received or has pledged amounts of over$2,000,000; and,
WHEREAS, the Ames Foundation mentioned to Council that it would be submitting an
application for a state Community Attraction and Tourism(CAT) grant; and,
WHEREAS, if the Ames Foundation is able to get the CAT grant, they will be able to add
back most, if not all, of the cost saving reductions, the Council approved with the plans and
specifications in June; and,
WHEREAS,with the CAT Grant Program,applicants are required to have a cash match from
the City and County governments to be eligible for a grant; and,
WHEREAS, the Ames Foundation is submitting the application in the amount of$200,00
for the project titled the "Iris Grove Accessibility Improvement Project" (IGAIP), which includes
the Miracle League Field,the Inclusive Playground, and the new restroom to be constructed in Inis
Grove; and,
WHEREAS,the Miracle League Field and the Inclusive Playground are being funded through
donations and no City funds are being used for construction of these amenities and the restroom in
Inis Grove is being funded as part of the City's Capital Improvement Plan(CIP); and,
WHEREAS,by submitting the application with the IGAIP title,the restroom project could
be used as the City's cash match without violating Chapter 26 of the Iowa Code; and,
WHEREAS, the Story County Board of Supervisors approved$25,000 at its July 9, 2019,
meeting to be given to the Ames Foundation for the IGAIP, and in addition, the Board provided a
letter of support for the project.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ames, Iowa,
that the Inis Grove Restroom Project can be used as the City's cash match in the Ames Foundation
Community Attraction and Tourism(CAT)grant application regarding the Inis Grove Accessibility
Improvement Project is hereby approved.
