HomeMy WebLinkAbout~Master - Revitalize Iowa's Sound Economic Grant Agreemetn for ISU Research Park Phase IV Improvements RESOLUTION NO. 19-132 RESOLUTION APPROVING REVITALIZE IOWA'S SOUND ECONOMIC (RISE) GRANT AGREEMENT FOR ISU RESEARCH PARK PHASE IV IMPROVEMENTS FOR THE CITY OF AMES WHEREAS, in the summer of 2018, work began on the development of an Iowa State University(ISU) Research Park lot located at 3525 South Riverside Drive for John Deere; and, WHEREAS, the next phase of ISU Research Park Improvements (Phase IV) includes the development of the surrounding area and public improvements that include the paving of approximately 1,570 feet of South Riverside Drive, 1,860 feet of Collaboration Place,the extension of sanitary sewer and water main, and the installation of electric service improvements and street lighting; and, WHEREAS, the funding for these improvements will be provided in part through an Economic Development Administration(EDA)grant that was awarded in September 2018, and in addition to the EDA grant funds, a Revitalize Iowa's Sound Economy(RISE) grant was recently received by the City; and, WHEREAS, because the EDA grant is federally funded, City staff followed the federal aid approved process for consultant selection; and, WHEREAS, Shive Hattery,Inc.,was scored by the RFQ evaluation team and found to be the most qualified firm to develop the plans for this improvement project; and, WHEREAS, the Professional Service Agreement includes additional federal requirements and has been reviewed and approved by the City's Legal Department and the EDA with an amount not exceed the total cost of$291,920; and, WHEREAS, the construction inspection services are not included in this PSA and another RFQ will be created and issued for those services; and, WHEREAS,the project will be primarily funded with a federal EDA grant and a state RISE grant;however,these grants will only provide approximately 90%ofthe estimated project costs with the remaining funding being provided with tax increment financing(TIF)abated GO bonds and City of Ames Electric funds; and, WHEREAS,of the$493,939 available for engineering and administration,$291,920 will be allocated for the design PSA with Shive Hattery and the remaining$202,019 is available for a future PSA for construction inspection services with a firm yet to be determined. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ames, Iowa, that the RISE Grant Agreement for ISU Research Park Phase IV Improvements(Collaboration Place & South Riverside Drive), is hereby approved.
