COUNCIL ACTION FORM
SUBJECT: A RESOLUTION APPROVING THE PARTIAL COMPLETION OF PUBLIC
IMPROVEMENTS AND A RESOLUTION APPROVING THE FINAL PLAT FOR THE
RESERVE SUBDIVISION.
BACKGROUND:
The applicant, The Reserve, L.C., is requesting that the Final Plat for The Reserve be
approved. The property in question includes lots generally located north of Adams Street
extended, south of the Ames Quarry, and east of the Stone Brooke Development.
The proposed Final Plat involves the creation of 44 platted lots for single-family detached
residential development. The entire area of The Reserve Subdivision includes 23.48 acres.
There is a conservation easement with an area of 6.44 acres within this plat. No
development will be allowed within the conservation easement area. The density of the
development is 3.76 dwelling units per net acre. The area of this Final Plat is zoned "F-S
RL" Suburban Residential Low Density District. All lots meet the requirements of the
Zoning Ordinance.
The developers have installed approximately all of the underground utilities, including,
water, storm sewer, and sanitary sewer infrastructure improvements. The developers have
yet to install the remainder of the street paving, pedestrian pathways, street lights,
sidewalks, and street trees. As a result, the developer has submitted a Letter of Credit
equal to$285,000, along with an Improvement Agreement as a means to secure the street
paving, pedestrian pathways, and street lights. The sidewalks and street trees are secured
through an Agreement for Sidewalk and/or Bike Path and Street Trees. These
improvements will be installed as homes are constructed on the adjacent lots.
As a result of this review, staff has determined that the Final Plat for The Reserve
Subdivision should be approved.

ALTERNATIVES:
1. The City Council can approve the Final Plat for The Reserve Subdivision.
2. The City Council can approve the Final Plat for The Reserve Subdivision, with
modifications.
3. The City Council can deny approval of the Final Plat for The Reserve Subdivision.
MANAGER'S RECOMMENDED ACTION:
It is the recommendation of the City Manager that the City Council approve Alternative#1.
This will approve the Final Plat for The Reserve Subdivision. All subdivision requirements
have been fulfilled.
