HomeMy WebLinkAbout~Master - Designation of Authorized Representative for Flood Mitigation-River Flooding Project RESOLUTION NO. 18-663 RESOLUTION APPROVING DESIGNATION OF AUTHORIZED REPRESENTATIVE FOR FLOOD MITIGATION-RIVER FLOODING PROJECT FOR THE CITY OF AMES WHEREAS,to provide flood mitigation in the South Duff area along Squaw Creek,the City Council directed staff to work toward"full build" channel shaping; and, WHEREAS, this would mean channel shaping with a reconnection to the floodplain, and there would be major impacts to adjacent properties and represents the maximum flood level reduction that can be achieved with channel improvements; and, WHEREAS,an application for FEMA grant funding was made in 2017;however,it was not selected for award, and staff worked with Iowa Homeland Security and Emergency Management Division and FEMA to find a way in which the grant application could be enhanced; and, WHEREAS, a new funding application has now been prepared for consideration under FEMA's Pre-Disaster Mitigation Grant Program for the Flood Mitigation- River Flooding project (Squaw Creek Channel Improvements at South Duff Avenue); and, WHEREAS,if funding for the grant program moves forward,money will be released for use approximately January 2020; and, WHEREAS, the estimated construction cost for this project is $5,040,000 including construction, engineering, and land acquisition; and, WHEREAS, if approved for funding, the cost share basis for this project would be in amounts not to exceed 75 percent from federal funds and the remaining 25 percent from local funds; and, WHEREAS, local match funding in the amount of$1,144,000 was included in the 2015/16 and 2016/17 Capital Improvements Plans Flood Mitigation - River Flooding program, and this funding has continued to be carried forward with budget amendments; and, WHEREAS,due to the increased estimated cost of the project and a portion of the previously budgeted local funding being use to pay for engineering and land acquisition services, additional local funding will be requested as part of the draft 2019/2024 Capital Improvements Plan; and, WHEREAS, the City needs to designate an authorized representative for the Flood Mitigation—River Flooding project. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ames, Iowa, that the designation of Municipal Engineer Tracy Warner as the City's authorized representative for the Flood Mitigation—River Flooding project is hereby approved.
