COUNCIL ACTION FORM
SUBJECT: RESOLUTION APPROVING THE FINAL PLAT FOR THE PRC
SUBDIVISION.
BACKGROUND:
The property owners are requesting that the Final Plat for PRC Subdivision be approved.
The property in question includes four existing lots at the northeast corner of East Lincoln
Way and Bell Avenue and one parcel, Parcel G, which is former East Lincoln Way
right-of-way. The Panattoni Development Company has purchased all four lots and
acquired Parcel G and is now proposing to consolidate the site into one lot. This
consolidation is necessary to facilitate the construction of the Panattoni Development
Company's 326,000 square foot building expansion.
The entire area of the PRC Subdivision includes 12.60 acres. The property is currently
zoned "GI" (General Industrial). The lot meets the requirements of the Zoning Ordinance.
All access to the lot will be from Bell Avenue and access will be prohibited from East
Lincoln Way.
There are no public improvements to be installed with this Final Plat except sidewalks.
Currently, there are no sidewalks on Bell Avenue or East Lincoln Way. The applicant has
requested that the City Council waive the sidewalk requirement (see attached letter). The
City Council recently waived sidewalk requirements along East Lincoln Way and Bell
Avenue for the Hach Subdivision located directly to the west from the subject site. Because
there are currently no other sidewalks along Bell Avenue and East Lincoln Way in this
location, and because the City Council has previously approved a waiver to the sidewalk
requirements in this general vicinity, staff supports the applicant's request to waive
sidewalk requirements along Bell Avenue and East Lincoln Way. Additionally, staff is
seeking direction from City Council on whether sidewalks within industrial areas should still
be required.
As a result of this review, staff has determined that the Final Plat for PRC Subdivision, if
approved with the following stipulation, meets the requirements of the City and should be
approved.
a. That the City Council waive the sidewalk requirements along East Lincoln Way and
Bell Avenue.
ALTERNATIVES:
1. The City Council can approve the Final Plat for PRC Subdivision,without stipulations.
2. The City Council can approve the Final Plat for PRC Subdivision with the following
stipulation:
a. That the City Council waive the sidewalk requirements along East Lincoln
Way and Bell Avenue.
3. The City Council can deny approval of the Final Plat for PRC Subdivision.
MANAGER'S RECOMMENDED ACTION:
It is the recommendation of.the City Manager that the City Council approve Alternative#2.
This will approve the Final Plat for the PRC Subdivision with the stipulation recommended
by staff.

Honorable Mayor and Members of the City Council:
On behalf of Panattoni Development Company we are requesting a waiver of
the sidewalk requirements for the PRC Subdivision. We previously submitted a
letter dated March 26, 2002 on this topic for the Hach Subdivision located
directly to the West of this Subdivision, and the waiver was granted on April 9,
2002 at the regular City Council meeting.
As previously noted for the Hach Subdivision, there are no other sidewalks in
this industrial area. For safety reasons, we also do not wish to encourage
pedestrian traffic circulation in this area since there is heavy truck use. We
respect the City's position on the sidewalk requirement; however, we do not
feel that sidewalks are appropriate in this development.
