BACKGROUND: The property owner, Panattoni Development Company, is requesting that the Final Plat for Hach Subdivision be approved. The property in question includes three proposed lots at the northwest corner of East Lincoln Way and Bell Avenue. The site is currently undeveloped. The Panattoni Development Company has purchased the site and is subdividing it into the three lots. The intent is to relocate two existing businesses from the east side of Bell Avenue to this site (on proposed lots 1 and 2) so that a 326,836 square foot building expansion to the existing Panattoni building on the east side of Bell Avenue can occur. The third lot will be used as an area-wide stormwater detention facility. The entire area of the Hach Subdivision includes 16.97 acres. The property is currently zoned "GI" (General Industrial). All lots meet the requirements of the Zoning Ordinance. All access to the three lots will be from Bell Avenue. Access from all three lots will be prohibited from Lincoln Way. A summary of the applicant's responsibility and staff's recommendation for the installation of sidewalks is as follows: • East side of Dayton Avenue (Being constructed by the City as part of the Dayton Avenue reconstruction project); • North side of East Lincoln Way (Staff supports a waiver of the sidewalk requirement along this portion of Lincoln Way); • South side of Ford Street (Sidewalks are being installed by the City along the western most 250 +/- feet of Ford Street that is adjacent to this parcel as part of the Dayton Avenue reconstruction project. Staff believes that the remaining approximately 400 feet should be the responsibility of the applicant); • West side of Bell Avenue (Staff believes that sidewalks along Bell Avenue should be the responsibility of the applicant). As a result of this review, staff has determined that the Final Plat for Hach Subdivision, if approved with the following stipulations, meets the requirements of the City and should be approved. a. That the Plat of Survey for Parcel F be recorded along with the Final Plat for Hach Subdivision; b. That the City Council waive the sidewalk requirements along East Lincoln Way; and, C. That the applicant sign a sidewalk agreement for the installation of sidewalks along the west side of Bell Avenue and the remaining approximately 400 feet along the south side of Ford Street. ALTERNATIVES: 1. The City Council can approve the Final Plat for Hach Subdivision, without stipulations. 2. The City Council can approve the Final Plat for Hach Subdivision with the following stipulations: a. That the Plat of Survey for Parcel F be recorded along with the Final Plat for Hach Subdivision; b. That the City Council waive the sidewalk requirements along East Lincoln Way; and, C. That the applicant sign a sidewalk agreement for the installation of sidewalks along the west side of Bell Avenue and the remaining approximately 400 feet along the south side of Ford Street. 3. The City Council can approve the Final Plat for Hach Subdivision with the following stipulations: a. That the Plat of Survey for Parcel F be recorded along with the Final Plat for Hach Subdivision; and, b. That the City Council waive all sidewalk requirements. 4. The City Council can deny approval of the Final Plat for Hach Subdivision. MANAGER'S RECOMMENDED ACTION: It is the recommendation of the City Manager that the City Council approvewAltagnatiue_#?!.� This will approve the Final Plat for the Hach Subdivision with the stipulations recommended by staff. Honorable Mayor Ted Tedesco ;,w� ` L 7° I City of Ames 515 Clark AvenueCz Ames, Iowa 50010 Cif C�(�Ni�S Ind Re: Hach Subdivision - Waiver of Sidewalk Construction East Lincoln Way and Bell Avenue, Ames, Iowa Honorable Mayor and Members of the City Council: On behalf of Panattoni Development Company we are requesting a waiver of the sidewalk requirements for the Hach Subdivision and the remnant parcel that includes the Hach Company facilities. We previously sent a letter dated March 15th on this topic; please disregard, as we needed to also include the remnant Hach parcel. The Hach Subdivision is requesting a waiver of sidewalks on Lincoln Way and on Bell Avenue. Due to the sale of the parcel from Hach to Panattoni the remainder of the Hach property is by ordinance required to install sidewalks. This would require sidewalks on Lincoln Way, Dayton Road, and Ford Street. We are requesting that sidewalks be waived on all 3 streets. As part of the Dayton Road project the City will be constructing a bikepath on the east side of Dayton Road and a sidewalk would not needed in any event. There are no other sidewalks in this industrial area. For safety reasons, we also do not wish to encourage pedestrian traffic circulation in this area since there is heavy truck use.
