COUNCIL ACTION FORM
SUBJECT: RESOLUTION APPROVING THE PARTIAL COMPLETION OF PUBLIC
IMPROVEMENTS IN HILLSIDE SEVENTH ADDITION AND A RESOLUTION
APPROVING THE FINAL PLAT FOR HILLSIDE SUBDIVISION SEVENTH ADDITION.
BACKGROUND:
The applicant is requesting approval of the Final Plat for Hillside Subdivision Seventh
Addition.
The property in question includes lots south of Emerson Drive, west of Hemingway Drive,
north of the proposed Longview Subdivision, and east of Bentwood Subdivision.
The proposed Final Plat is the replatting of Outlot "U" in the Hillside Subdivision Sixth
Addition and involves the creation of 25 single-family residential platted lots. Hillside
Subdivision Seventh Addition includes approximately 8.09 gross acres. The average net
density for Hillside Subdivision Seventh Addition is 4.10 units per net acre (25 units on 6.09
acres).
The property is zoned as Residential Low Density (RL). The proposed lots front on
Thackeray Avenue, Thackeray Drive, Smiley Avenue, and Clemens Boulevard. Lots range
in size from 8,7491square feet to 17,125 square feet. All lots meet the requirements of the
Zoning Ordinance.
The developers have not completed the installation of all required public improvements for
this subdivision. Public improvements that have been completed include the installation of
water, sanitary sewer and storm sewer utilities, curb and gutter, and street surfacing except
for the top coat. Remaining public improvements to be completed include the final top coat
of asphalt paving for the streets, and the installation of street lights, street trees and
sidewalks. The improvements are secured by a $13,200.00 Letter of Credit and an
Improvement Agreement. The Letter of Credit covers $5,000 for the final top coat of
asphalt on streets and $8,200 for the installation of street lights. The "Agreement for
Sidewalk and/or Bicycle Path and Street Trees" requires the Owners to complete those
improvements prior to the issuance of an "Occupancy Permit".
As a result of this review, staff has determined that the Final Plat for Hillside Subdivision
Seventh Addition should be approved.
ALTERNATIVES:
1. The City Council can approve the Final Plat for Hillside Subdivision Seventh Addition.
2. The City Council can approve the Final Plat for Hillside Subdivision Seventh Addition,
with modifications.
3. The City Council can deny approval of the Final Plat for Hillside Subdivision Seventh
Addition.
MANAGER'S RECOMMENDED ACTION:
It is the recommendation of the City Manager that the City Council approve Alternative #1.
This will approve the Final Plat for Hillside Subdivision Seventh Addition. All subdivision
requirements have been fulfilled.
