Joiner, Civil Engineer DATE: November 5, 2001 SUBJECT: Northridge Heights 2nd Development Agreement As required in Section VA of the Development Agreement, the schedule for the extra lane on Bloomington Road from G.W. Carver Avenue to Valley View Road is being set with the Final Plat of the 2"d Addition. Paul Wiegand has requested that this improvement be divided into two segments with different methods of establishing the schedules, as follows: Valley View Road to Chilton Avenue (including tie-in taper). Deb I1,rauth has submitted a standard Agreement for Public Improvements with an associated financial guarantee of $100,000. As with other Agreements, the specified time for completion will be two (2) years from the,date of Council approval (November 13, 2003). --©( LOG= 12/� 1105 Chilton Avenue to G.W. Carver Avenue. It was decided for reasons of traffic operations and ease of construction that this segment be tied to Section V.3 of the Development Agreement. This requires construction of two (2) lanes of Bloomington Road from UPRR to G.W. Carver Avenue within one year of the construction of 375 dwelling units on site. The conveyance of the said land for Bloomington Road shall occur at the time of the final plat of the first Phase of Development of the Site. 2. The Developer shall, with respect to all streets as shown on Appendix E, construct all street improvements and street appurtenances in accordance with the requirements and specifications of the City, at no cost or charge to the City. That work shall be completed in accordance with the schedule set by the City at the time of approval of the final plat for the Phase of Development in which the street improvement is included or on which such street improvement abuts,unless another time for construction of such improvements is herein specified. 3. The Developer shall,at its sole expense,and at no cost or charge to the City, construct the City specified improvements for two street lanes on the north side of the now existing segment of Bloomington Road from the east line of the Union Pacific Railroad tracks to George Washington Carver Avenue,said construction to be completed to the satisfaction of the City not later than one year after the construction of 375 dwelling units on the Site. �I.& '4��( 4. The Developer shall, at its sole expense, and at no cost or charge to the City, construct the City specified improvements for one street lane on Bloomington Road from its intersection with George Washington Carver Avenue to Valley View Road all as shown on Appendix E aid construction to be completed to the satisfaction of the City. That work shall be complete in accordance with the schedule set by the City at the time of approval by the City of the final pla of that Phase of Development that abuts on that segment ofGeorge Washington Carver(16- Avenue.
