Home My WebLink About~Master - Carry-Over of Funds from FY 2017/18 to FY 2018/19 for Primary Treatment Mental Health Service RESOLUTION NO. 18-362 RESOLUTION APPROVING CARRY-OVER OF FUNDS TO FY 2018/19 FOR YOUTH AND SHELTER SERVICES FOR PRIMARY TREATMENT MENTAL HEALTH SERVICE FOR THE CITY OF AMES,IOWA WHEREAS,the City has an ASSET Agreement with Youth and Shelter Services(YSS)that includes$52,000 for Primary Treatment Mental Health Services to be provided in FY 2017/18;and, WHEREAS,YSS has indicated that more of the clients needing Primary Treatment Mental Health Services are being supported by Medicaid, which does not provide enough funds to fully cover the costs of treatment,and non-Medicaid funds may not be used to subsidize individual clients; and, WHEREAS, to date, YSS has not drawn down any of the funding for Primary Treatment Mental Health Services, and YSS has requested that it be able to carry over its unspent funds from FY 2017/18; and, WHEREAS,YSS has also requested that the manner in which funds for this service may be used be broadened to allow the scheduling of specific blocks of time for crisis walk-in appointments; and, WHEREAS, if that proposal is approved,the City would be paying for access to services in addition to actual services for City clients; and, WHEREAS,City staff has noted that rapid access to mental health services is a critical need to ensure appropriate support for residents experiencing mental health issues; and, WHEREAS,the ASSET Administrative Team recommended approval of that arrangement at its meeting held June 6, 2018; and, WHEREAS,if approved,the FY 2018/19 budget will be amended at the appropriate time to reflect this carry-over. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ames, Iowa, that the carry-over of funding in the amount of$52,000 to Fiscal Year 2018/19 for the Youth and Shelter Services Primary Treatment Mental Health Services is hereby approved.
