BACKGROUND: The owners of the property south of Ontario Street and east of Iowa Avenue, have met the requirements of the City with respect to the subdivision ordinance. There are no public improvements associated with this subdivision; thus, the developers will not have to file monetary guarantees. MANAGER'S RECOMMENDED ACTION: It is recommended by the City Manager that the City Council accept the Final Plat and associated documents for Darul Argum Subdivision in Ames, Iowa. Wiegand, Public Works Director DATE: November 7, 1997 SUBJECT: Storm sewer system for Darul Argum Subdivision A question has come up concerning the presence of storm sewer piping on Iowa Avenue to serve the Darul Argum Subdivision. Please note the attached map, which is a segment of the over-all storm sewer system map. The solid lines and boxes are the pipes and intakes. The dashed lines on some of the streets are footing drain collector lines that the City has constructed to serve the adjacent property. Please note that the general layout of a municipal storm sewer system does not provide for pipe systems along all properties. This can be seen along all of Iowa Avenue, Scott Avenue, Wisconsin Avenue, and Michigan Avenue, as well as on portions of Ross Road and Ontario Street. In conjunction with the proposed three-lot subdivision, staff reviewed the need for direct connection to the storm sewer for the three lots and determined that it is not needed until the actual development occurs. If the land were to be developed as single family lots, the City would be required to extend a footing drain collector line along Iowa Avenue to serve the new houses. This is a long term policy of the City and is used in all residential subdivision areas. Since it is not the intent to develop the land as three residential properties, the staff will review the mosque site plan to determine the storm water effects once it is resubmitted. If the resubmittal resembles the initial site plan, the mosque will be implementing a stormwater management system that provides for on-site storage with Mayor and Council — Darul Argum Subdivision November 13, 1997 Page 2 piped discharge to the existing system on Ross Road. The discharge pipe is an 8" pipe to control the rate of runoff. The pipe system will involve approximately 500 feet of 8" pipe that is entirely financed by the site developers. No public funds are involved. The rainfall is stored in the parking lot before it discharges to the 8" pipe. The site grading plan provides for overflow into the street once the storm water gets about 11/2 feet deep. The first floor of the mosque is one-half foot above the overflow elevation.
