SUBJECT:
Resolution Approving a Conceptual Development Plan for Cooper's First
Addition.
BACKGROUND:
This proposed five lot subdivision is located north of North Second Street
and east of Elm Avenue and south of the Chicago and.. North Western
Railroad tracks, and it contains approximately 1.56 acres.
This site includes two warehouse buildings located on the proposed Lot - 2
and three other vacant metal buildings on .Lots 3, 4, and 5. As can be
seen on the CDP, two of the metal buildings are partially located on the
public right-of-way. The applicant has indicated that both of these
buildings will be relocated.
�f Platting of this property is necessary because it includes
of the
former Chicago and North Western Railroad right-of-way. The t railroad
sold this land without platting in accord . with the laws. of the State of
Iowa. Therefore, in order to make this property eligible for building
permits, the applicant must bring this property in compliance with state
and local requirements for platting.
ANALYSIS:
LUPP: The Land Use Policy Plan designates this area as suitable for
commercial development.
Zoning: This property is currently zoned as G-C (General Commercial).
The proposed lots meet the minimum size and width requirements.
Public Utilities:
Water: . There is an eight-inch (8") water main in North Second
Street. A 16-inch well line also traverses the southwestern part of
Lot 2 and Lot 3 and then extends along the north side of North
Second Street. An easement will have to be established for this line
as part of the Administrative Plat.
Sanitary Sewer: A 12-inch sanitary sewer main is located along the
lam! south side of North Second Street. It terminates south of the
proposed Lot 4.

Storm Sewer: There is a 12-inch storm sewer in Elm Avenue and a
21-inch storm sewer in North Second Street.
Electric: Because of the electrical power lines on and adjacent to the
site, easements will have to be maintained along the old railroad
right-of-way, the perimeter of Lot 1, and along the west side of Lot
2. No new buildings will be allowed within the easements.
Streets and Vehicular Access: Access to Lot 1 would be from North
Fourth Street, and access to Lot 2 would be from Elm Street and North
Second Street. The remainder of the lots will have direct access to North
Second Street.
The Planning and Zoning Commission reviewed this request at their meeting
of October 5, 1988, and recommended that it be approved.
ALTERNATIVES:
1. The City Council can approve the CDP for Cooper's First Addition.
2. The City Council can deny approval of the CDP for Cooper's First
Subdivision.
3. The City Council can table this request for additional information from -
City staff or the applicant.
MANAGER'S RECOMMENDED ACTION:
It is the recommendation of the City Manager that the City Council adopt
Alternative R. This will allow the developer to proceed with the
Administrative Plat for this subdivision.
