HomeMy WebLinkAbout~Master - LUPP Major Map Amendment for North Allowable Growth Area RESOLUTION NO. 17-677 RESOLUTION APPROVING AMENDMENTS TO URBAN FRINGE FUTURE LAND MAP AND LAND USE POLICY PLAN FOR NORTH GROWTH GAP AREA FOR THE CITY OF AMES WHEREAS, Kurt Friedrich, representing Friedrich Land Development, LLC, and R. Friedrich& Sons Inc., is seeking an amendment to the Ames Urban Fringe Plan for properties they own south of Cameron School Road and west of George Washington Carver Avenue; and, WHEREAS, the City of Ames is also seeking changes to the Fringe Plan for properties on the east side of George Washington Carver Avenue that are identified as North Growth Area within the Land Use Policy Plan(LUPP); and, WHEREAS, the proposed changes are intended to facilitate fixture annexation of the area, and major landowners in the area, other than Friedrich, include the Borgmeyer Trusts, The Irons, LLC, and Ames Golf and Country Club; and, WHEREAS, the current Ames Urban Fringe Plan designations of these properties are Priority Transitional Residential, Rural Transitional Residential, and Parks and Recreation Areas; and, WHEREAS, Priority Transitional allows for urban-type residential development within the County, subject to both Story County and City review of a subdivision; and, WHEREAS, with the current Fringe Plan map designations, none of the properties are eligible for annexation to the City per the terms of the Fringe Plan and 28E agreement with Story County, and, WHEREAS, the proposed changes are to designate these areas as Urban Residential; this designation allows for fixture annexation and development; and, WHEREAS, additionally, the developer is requesting a Convenience Commercial Node at the intersection of Cameron School Road and George Washington Carver Avenue; and, WHEREAS, the proposed change was designated a Major Amendment that required public outreach and scoping meetings with the Planning&Zoning Commission and Council, and, WHEREAS, a public outreach meeting was held in August to describe the proposal to neighbors and other interested parties, and the Commission reviewed and accepted the scope of the amendment at its meeting on September 6, and, of which, the City Council confirmed that scope on September 26; and, WHEREAS, the Planning & Zoning Commission considered the request at its November 15, 2017, meeting and recommended approval of the proposed map change with the Convenience Commercial Node; and, WHEREAS, the Story County Board of Supervisors considered the request at its meeting on November 14, with a vote to approve the proposed amendment with the Commercial Node along with a condition that a traffic study be completed before development; and, WHEREAS, the Gilbert City C ouncil also considered this request, and voted to approve the amendment for only that area west of George Washington Carver Avenue and with the Convenience Commercial Node. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ames, Iowa, that the Amendments to designate the subject area as Urban Residential(in the Ames Urban Fringe) and North Growth Area (in the LUPP), with the Convenience Commercial Node are hereby approved.
