RESOLUTION APPROVING TASK ORDER 2 FOR ENGINEERING SERVICES FOR
STRUCTURAL REPAIRS -PHASE 2 AT WATER POLLUTION CONTROL FACILITY
FOR THE CITY OF AMES
WHEREAS, a comprehensive evaluation of the structural condition of the Water Pollution
Control Facility (WPCF) buildings and structures was performed in 2012 by HDR Engineering, and
based on that assessment, the facility is generally in overall good condition; and,
WHEREAS, however, the facility is more than 28 years old and is showing signs of age-
related deterioration, and as a part of the condition assessment, a schedule for structural
rehabilitation was developed; and,
WHEREAS, the drivers for the schedule are the estimated remaining useful life in each
structure and coordination with future improvements to the facility; and,
WHEREAS, because of the piece-work nature of the project, staff has previously entered into
a Master Agreement with HDR Engineering that contains the contractual language, with individual
"Task Orders"being issued to specify the actual scope of work to be provided for each discrete phase
of the work; and,
WHEREAS, HDR Engineering has previously been awarded a contract for engineering
services associated with Task Order 1 of the Master Agreement; that work, completed in a
construction contract referenced as"Phase 1,"has now been completed; and,
WHEREAS, staff is now ready to move forward with Task Order 2 that will lead to a
construction contract that will be referred to as"Phase 2;"and,
WHEREAS, Task Order 2 includes engineering services to address items included in the FY
2016/17 and 2018/19 Capital Improvements Plan (CIP), those being joint repairs at the sludge
pumping building, and repairs to the Administration Building entrance slab; repairs to joints in
precast wall panels; stair support and sidewalk at the southwest clarifier stair; and, repair drainage
and moisture issues around multiple structures; and,
WHEREAS, funding for Phase 2 will come from carry-over from the FY 2016/17 CIP and
FY 2018/19 CIP for a total of$1,163,000; and,
WHEREAS, it should be noted that Task Order 2 with HDR does not include construction
phase engineering services.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ames, Iowa,
that Task Order 2 for design and bidding phase structural engineering services with HDR
Engineering, Inc., of West Des Moines, Iowa, in an amount not to exceed $148,107 is hereby
approved.
