COUNCIL ACTION FORM
SUBJECT: Wildflower Planned Unit Development (PUD) Conceptual Development
Plan (CDP) Located Northeast of the Intersection of Hickory Drive
and Westbrook Drive
BACKGROUND:
This is a request for approval of a PUD/CDP for Wildflower Development which
is comprised of eight single-family residential lots on four acres. The
property is currently zoned R1-10 (Low-density Residential ) and comprises Lots
One (1) and Two (2) of the Inglis Subdivision. The majority of the lots are
.40 of an acre or larger.
On February 26 , 1985 , the City Council reviewed a request for approval of a
PUD/CDP for this same property. The PUD/CDP at that time was comprised of six
lots , and the proposed street and utilities were private. The City Council
rejected that proposal and referred the Wildflower PUD/CDP back to the staff
for further analysis .
This revised Plan provides for public water and sewer systems as well as
Wildflower Drive being a public street with a dedicated right-of-way width of
60 feet and expands to a right-of-way width of 110 feet at the cul-de-sac .
This Plan has been reviewed by all appropriate City departments and satisfies
all City requirements.
This PUD/CDP was reviewed by the Planning and Zoning Commission at the meeting
on July 22, 1985. At that time, the Commission took the following action:
MOTION: ( Soper/Samuels ) "to approve this request with stipulations
identified by the Department."
MOTION PASSED: 5-0.
The stipulations referred to above are as follows:
1. Lots Five (5) and Six (6) must acquire private easements for sanitary
sewer system.
2. It will be necessary to bond for street requirements if the Final
Plat is submitted prior to construction of the improvements .
3. The restriction on construction below the 170-foot elevation will not ,
be applied to the Wildflower Subdivision.
If the City Council approves the PUD/CDP, it will be necessary for the Council
to set a date for public hearing to review the Ordinance which will modify the
Official Zoning Map so as to identify the PUD overlay as provided for in
Section 29.48 of the Municipal Code.

ALTERNATIVES:
1. The City Council can accept the recommendation of the Planning and Zoning
Commission and approve the Wildflower CDP as submitted. The City Council
should also set a public hearing date of August 20 , 1985 to amend the
Official Zoning Map to inc Jude the PUD overlay for this development .
2. The City Council can reject the recommendation of the Planning and Zoning
Commission to approve the Wildflower PUD/CDP.
3. The City Council can refer the Wildflower PUD/CDP back to the staff for
further review.
MANAGER'S RECOMMENDED ACTION:
The City Manager recommends that the City Council adopt Alternative 1. This
alternative allows the developers to proceed with the CDP which conforms to
all necessary City standards. Also, this sets August 20, 1985 as the date for
the public hearing to consider amending the Official Zoning Map to allow for
the PUD Overlay.
