HomeMy WebLinkAbout~Master - Reallocation of savings from WPC Street Repairs for WPC Facility Screening System Improvements RESOLUTION NO. 17-504 RESOLUTION AUTHORIZING REALLOCATION OF SAVINGS FROM WATER POLLUTION CONTROL STREET REPAIRS PROJECT TO WATER POLLUTION CONTROL FACILITY SCREENING SYSTEM IMPROVEMENTS PROJECT FOR THE CITY OF AMES WHEREAS, the Water Pollution Control (WPC) Facility was constructed in 1989, and the first step of the treatment process is screening the incoming flow to remove any large debris that could damage equipment or could potentially plug pipes; and, WHEREAS, the current screening process splits the influent into three channels, each of which leads to a barscreen; the two outside channels have identical equipment that is original to the Plant, and the middle barscreen is a different technology that was installed several years ago as a trial that has not performed to staff s satisfaction and is currently not functional; and, WHEREAS, on June 27, 2017, the Council issued a Notice to Bidders to replace the middle screen with a style similar to the two outer screens, and the single bid submitted by Woodruff Construction, LLC, in the amount of$755,300 was well under the engineer's estimate of probable construction cost,which was $824,400; and, WHEREAS, the design engineer recommends award to the lone bidder; and, WHEREAS, since this project is a retrofit, staff recommends holding in reserve a construction contingency of at least 15% of the construction cost to cover unanticipated costs; and, WHEREAS, in order to have that level of contingency, staff recommends moving savings from the completed WPC Street Repairs Project ($27,593) to the WPC Facility Screening System Improvements Project; this would bring the contingency to $123,319, or 16.3% of the construction cost. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ames, Iowa, that authorization to reallocate savings from the WPC Street Repairs Project to the WPC Facility Screening System Improvements Project is hereby approved.
