HomeMy WebLinkAboutA003 - Council Action Form dated October 10, 1989 ITEM DATE October 10, 1969 COUNCIL, ACTION FORM SUBJECT: REQUEST BY FORD STREET DEVELOPMENT COMPANY TO WAIVE SIDEWALK REQUIREMENTS BACKGROUND: The Mayor and Council received a letter from Marvin J. Walter, a partner in the Ford Street Development Company, requesting that the . City Council waive the requirement for sidewalks in front of the new WGGC industrial development project. Mr. Walter points out that similar requests in the past regarding the Coca Cola and Yarn Tree design projects were approved by the Council. ALTERNATIVES: 1. Reject the request to waive the requirement to install sidewalks in front of the WGGC industrial development project. This action will require the devel- opers to install the sidewalks as soon as possible. 2. Approve the request to waive the sidewalk requirement in front of the WGGC industrial development project on a temporary basis, but require the Ford Street Development Company to enter into an agreement with the City stating that the development company would install the sidewalks along this property at a specific time in the future when the City Council so, directs. Furthermore, it would be understood that the development company. -would not protest any assessments associated with the installation of these sidewalks when required to do so in the future. 3. Approve the request from the Ford Street Development Company to waive the requirement to install sidewalks in. front of the new WGGC industrial development spec building. MANAGER'S RECOMMENDED ACTION: It is the recommendation of the City Manager that the City Council approve Alternative #3 and waive the. sidewalk requirement for this spec building. This action will be consistent with prior decisions made by the City Council to waive sidewalks in this industrial area. The Council should note that it has typically been the City's policy to waive sidewalks in industrial areas. However, at some time in the future the Council may want to reconsider this policy. Over the years there has been an over- growing concern from our citizens for efficient pedestrian movement throughout all parts of our City. Most recently the Bikeway Committee has suggested to the City Council that bike paths be constructed along Thirteen Street to connect our major industrial area. It appears, therefore, that our traditional policy of not requiring sidewalks or bike paths in industrial areas may need to be revised. However, before initiating this type of policy change, it may be advisable for the City Council to meet with such interested groups as develop- ers, Bikeway Committee, etc. to discuss the advisability of requiring sidewalks and bike paths in industrial areas. Our request is to ask- the Council to wave the requirement for a sidewalk in our WGGC Industrial Development project. A similar request was made and approved when we developed both the Coca Cola and Yarn Tree Design projects .
