Subdivision. BACKGROUND: On October 5, 1983, the Planning and Zoning Commission recommended approval of the Conceptual Development Plan (CDP) for W.G.G.C. Subdivision. On April 17, 1985, the Planning and Zoning Commission recommended reaffirmation of the original approval, and on April. 23, 1985, the City Council reaffirmed its approval of the CDP for W.G.G.C. Subdivision as approved on October 18, 1983. This action was necessary because the developers had not proceeded with platting. 'Section 23.11 of the Municipal Code requires that the Administrative Plat be submitted within one year after approval by the City Council. The Administrative Plat should have been submitted by April 23, 1986. The Administrative Plat was not submitted by the deadline and cannot be submitted until approval of the CDP is reconfirmed by the Planning and Zoning Commission and the City Council. The developers are again asking for reaffirmation of the CDP because they have not proceeded with the Administrative Plat in a timely manner. However, at this time they are ready to proceed and have an Administrative Plat prepared. This proposed subdivision is located southwest of the intersection of East Lincoln Way and Bell Avenue. The entire subdivision includes approximately 32.5 acres divided into 19 lots. Lot sizes range in size from 1.0 acres to 3.6 acres. The owners have sold the area identified as Lots six (6) and seven (7), which presently are occupied by the Coca-Cola Company. Another person is interested in purchasing and constructing a building upon Lot two (2) which would create a third split, W.G.G.C. retains ownership of the remaining property. The creation of this third parcel requires the land to be platted and approved by the City before any additional building permits are issued. 2 ANALYSIS: LUPP: The Land Use Policy Plan designates this area for industrial development. ZONING: This property is currently zoned as G-I (General Industrial). The intent for subdividing the land is to provide lots for development by industrial uses. PUBLIC UTILITIES: A 16-inch water line exists in the right-of-way for East Lincoln Way which will provide service to this site. A 10-inch sanitary sewer line exists in the right-of-way for Bell Avenue and extends south of East Lincoln Way. Storm water runoff is to be detained on Lot 19, which has been identified by the Public Works Department for that purpose. STREETS AND VEHICULAR ACCESS: Once this subdivision is fully developed, there will be four streets which will provide access to this subdivision including East Lincoln Way, Bell Avenue, Alexander Avenue, and Graham Street. As requested in April 1985, the subdivider is again requesting that the requirement for sidewalks be waived for this subdivision. This property is located in an area that has been zoned for industrial uses .since October 1979. Property to the north and a portion of the property to the east have been developed for industrial purposes. The subdivider has prepared an Administrative Plat for submittal once the reconfirmation of the Conceptual Development Plan has been approved. Bell Avenue, along the east boundary, is part of an overall street network that will eventually connect with a street system to the south. This Administrative Plat will include Lots 1, 2, and 8 which will require the extension of Alexander Avenue to the south property line of Lot 2. The Planning and Zoning Commission reviewed this request at their meeting of April 20, 1988, and recommended that it be approved. ALTERNATIVES: 1. The City Council can approve the request to reconfirm the CDP for the W.G.G.C. Subdivision and also recommend that the requirement for sidewalks be waived. 2. The City Council can deny approval of the request to reconfirm the CDP for the W.G.G.C. Subdivision. 3 MANAGER'S RECOMMENDED ACTION: It is the recommendation of the City Manager that the City Council adopt Alternative #1. This will allow the developer to proceed with submittal of the Administrative Plat pursuant to Section 23.11 of the Municipal Code and complete the subdivision without sidewalk improvements.
