COUNCIL ACTION FORM
SUBJECT: A REQUEST TO APPROVE REVISIONS TO THE PREVIOUSLY
APPROVED WESTWOOD VILLAGE PLANNED RESIDENTIAL
DEVELOPMENT (PRD) PLAN
BACKGROUND:
On February 28, 2006, the City Council held a public hearing on changes to the Planned
Residential Development Plan for Westwood Village. The Council then referred the Plan
back to staff to negotiate with the developer to:
• Integrate "no left turn" signs at the two exits on Marshall;
• Extend sidewalk along the full length of the south side of the property; and
• Discuss one-way drive and drive intersection design in an attempt to limit traffic on
Marshall.
In a separate action, the Council required a sidewalk on the west side of Marshall.
Following those Council decisions, representatives of the Edwards Neighborhood
Association contacted the City to ask to participate in that negotiation. City staff and the
applicant, Haverkamp Properties, agreed to meet on the issues that the Council identified.
At a meeting on March 15, in addition to the "no left turn" signs and sidewalk along the
south side of the property directed by Council, all agreed that an alternative driveway
design for the south drive on Marshall would be proposed. This drive, shown on the
attached revised Plans, is intended to discourage drivers exiting Westwood Village from
making left turns onto Marshall. The applicant also agreed to add four Burr Oak trees to
the Plan.
In addition, two issues were raised which were beyond the scope of the negotiation
directed by Council.
• Instead of the sidewalk required on the west side of Marshall, both the
neighborhood representatives and the applicant prefer an additional internal walk
that would connect the central recreation area and Building A to the curb on
Marshall, where people can cross to the existing sidewalk on the east side of
Marshall. They believe that because of connectivity issues, this will be more
effective for pedestrian safety.
• The Neighborhood representatives said that they wanted it to be made clear to the
Council that they would prefer an option that eliminated one of the driveways onto
Marshall, but that if the Council does not go further with eliminating a driveway, the
neighbors would support these proposals for modifying and signing the two
driveways on Marshall.
ALTERNATIVES:
1. The City Council can approve the proposed revised Plan for Westwood Village.
2. The City Council can deny the proposed revised Plan for Westwood Village.
3. The City Council can approve the proposed revised Plan for Westwood Village,with
modifications.
4. Action on this request can be postponed and referred back to City staff and/or the
applicants for additional information.
MANAGER'S RECOMMENDED ACTION:
Staff commends the neighborhood association, the applicant, and its consultant for a
constructive discussion that fostered cooperation and agreement.
The applicant has submitted revised Plans that include:
• "No left turn" signs at the two exits on Marshall;
• Sidewalk along the full length of the south side of the property;
• Alternative drive intersection design in an attempt to limit traffic on Marshall; and
• A sidewalk on the west side of Marshall.
These are the modifications directed by Council and agreed to by the applicant and the
neighbors. Therefore, it is the recommendation of the City Manager that Alternative
#1 be adopted. Alternative #1 is a recommendation that the City Council approve the
proposed revised Plan for Westwood Village. The Plan as submitted does not include
either of the other two changes discussed above that are beyond the scope of City
Council's direction.
