HomeMy WebLinkAbout~Master - Waiver of Purchasing Policies for Engineering Services for Traffic Signal Design at various locations RESOLUTION NO. 17-364 RESOLUTION APPROVING WAIVER OF PURCHASING POLICIES REQUIRING COMPETITIVE WRITTEN PROPOSALS FOR ENGINEERING SERVICES FOR TRAFFIC SIGNAL DESIGN AT VARIOUS LOCATIONS FOR THE CITY OF AMES WHEREAS, the Traffic Signal Program is the annual program that provides for replacement of older traffic signals and for constructing new traffic signals in the City, which will result in improved visibility,reliability,and appearance of signals; and, WHEREAS, this program provides for the necessary upgrading of the traffic signal system as technology continues to change, and, in recent years, traffic signal replacements have included radar detection systems instead of in-pavement loop detection systems that had previously been used (and that were frequently the point of vehicle detection failure); and, WHEREAS, another advantage of the radar detection system is that it detects bicycles in addition to vehicles; and, WHEREAS, traffic signal design is most typically handled with City staff design services, however, two of the three engineering positions that handle design and project management are currently vacant; and, WHEREAS, the Iowa Department of Transportation (IDOT) has an expectation that the signal at East 131h Street and the Interstate 35 northbound off-ramp will be designed and let for bids this summer, with the goal for construction to be completed this fall; and, WHEREAS, the typical process would be to create a Request for Proposals (RFP), evaluate the submittals,and bring a contract to City Council; and, WHEREAS, with the current vacancies and the accelerated schedule for the project, it is imperative that design commence as soon as possible; and, WHEREAS,the RFP process can take up to two months, therefore, staff is requesting competitive quotes rather than proposals at this time. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ames, Iowa, that the waiver of the City's Purchasing Policies that require competitive written proposals for design services for the three Traffic Signal Programs is hereby approved.
