Preliminary Plat
Honorable Mayor and Members of City Council:
The Planning and Zoning Commission during its regular meeting of February 11,
1977, considered the above revised plat and voted 6-1 (with Thurston opposed)
to adopt the following motion:
That we approve the plat as presented with the modifications for
the additional pathways between Lots l and 2 and Lots 28 and 29
and Lots 36 and 37.
This plat was first presented to City Council on December 7, 1976, at which
time it was rejected. The principle reasons for rejection were that the plat
portrayed no further possibility of connecting Ross Road, the street layout
in general was considered undesireable, and there existed considerable citi-
zen protest to the possibility of excessive duplex development which would
be incongruous with their neighborhood.
Pursuant to this rejection, the plat was revised and now accommodates the
possibility of extending Ross Road. Also, the developer has stipulated
publicly and to neighborhood residents that only ten duplexes will be built
and that two will be located on Arkansas and eight will be on Mesa Verde.
Deed restrictions will be written to prohibit duplex development on the bal-
ance of the lots.
The pathway between Lots 1 and 2 and Lots 28 and 29 and Lots 36 and 37 is
being recommended by the Commission to afford easy pedestrian and bicyclist
access to the east and then south to a park access planned between Parcels
1 and 2.

REPORT TO THE PLANNING AND ZONING COMMISSION
PREPARED: FEBRUARY 2, 1977
MEETING DATE: FEBRUARY 11, 1977
PRELIMINARY PLAT: The Union Addition (revised plat) .
OWNERS: William E. Gibbons, Donald R. Payer, and Orman Overland.
ENGINEER: Ames Engineering and Testing Company.
LOCATION: This subdivision is located at the east ends of Ross Road and
Phoenix Street extended.
SIZE AND NUMBER OF LOTS: This subdivision is comprised of 11.23 acres and
includes 39 lots. Lots range in size from 7,080 square feet to 14,000
square feet.
ZONING AND LAND USE: Lots 1, 2, and 3 - R-1, Vacant.
Lots 4 through 39 - R-2, Residential .
North - R-2, Residential .
South - R-1, Vacant.
East - R-2, Residential .
West - R-1 and R-2, Residential .
NOTIFICATION: Standard notification procedure has been followed.
FINDINGS AND CONCLUSIONS:
Proposed Plat: This revised plat does not conform to the proposed plat.
Because of the problems which arose during processing, the plat has
been redesigned to alleviate some of those problems. Mesa Verde Place
has been extended to connect with Ross Road and Ross Road is shown ex-
tending to the eastern boundary of the subdivision. It is anticipated
that this segment of Ross Road will eventually be connected with Ross
Road at Garfield Avenue.
Land Use Plan: The adopted Land Use Policy Plan Map designates this area
for low density residential development. The R-1 and R-2 zoning dis-
tricts permit the development of low density residential in conformance
with Goal H1 of the Land Use Policy Plan.
Topography and Drainage: This area is relatively flat with a low area gen-
erally in the center of the subdivision. Drainage is to the south and
southeast towards Clear Creek.
Public Utilities: Water and sewer service is available and there are no de-
sign problems. The storm sewer system will carry water down Mesa Verde
Place and through the storm sewer located in an easement between Lots 1
and 2.

Design Considerations: Although the design of this subdivision is acceptable
to the City staff, there is a question regarding the advisability of ex-
tending Ross Road to the east. Because of the tight money situation and
the cost of acquiring property for the eventual extension, it is doubtful
if anyone can determine when or if Ross Road will ever be extended.
The park access on the east side of Lot 3 will be moved between Lots 1
and 2 and will coincide with the easement for the storm sewer. The 30'
by 55' easterly portion of Ross Road should be shown as Outlot B2 and
should be reserved for the future extension of Ross Road.
The primary concern of the residents of the area when the preliminary
plat was originally presented to the Commission was the number of lots
to be used for duplexes. The developers and the residents have met and
the developer has agreed to designate a maximum of ten lots for duplex
development.
It has also been suggested that a walkway/bicycle path be provided be-
tween Arkansas Street and Mesa Verde Place. Such a walkway could be
placed between Lots 28 and 29 and between Lots 36 and 37 in conjunction
with the storm sewer line which will run between those lots.
RECOMMENDATION: The Department cannot recommend approval of this preliminary
plat because it is felt that the extension of Ross Road is not a good
solution for traffic movement in this area. If Ross Road is connected,
it will become another thoroughfare from Hyland Avenue to North Dakota
Avenue. That will function in much the same way as Ontario Road present-
ly functions and will become a major traffic carrier. Ross Road has not
been designed to carry large amounts of traffic, as is the case with
Ontario Road, and to increase the traffic flow will not only increase
traffic hazards, but may eventually require the upgrading of Ross Road.
There is no need for parallel major traffic carriers in this area and
that is what would eventually result.
The Department feels a better solution would be to curve Mesa Verde Place
to the west to connect with Ross Road and not indicate Ross Road going
farther east than Mesa Verde Place. This would be a better alternative,
although the eventual design configuration is up to the discretion of the
City Council .
