City of AMES, Iowa 50010 (515) 232-6210 DEPARTMENT OF COMMUNITY DEVELOPMENT November 30, 1976 Honorable Lee Fellinger, P7ayor Members of City Council Administration Building Ames, IA 50010 RE: Preliminary Plat The Union Addition Honorable Mayor and Members of City Council: The Planning and Zoning Commission during its regular meeting on November 12, 1976, considered the above plat and adopted the following motion by a 7-0 vote: That it be tabled for the reasons stated by various Commissioners and members of the audience, and that the plat be redesigned to reflect the concerns of the neighborhood residents and Commissioners; and bring it back for further consideration. This plat consisting of 41 lots, 3 of which are zoned R-1 and the balance in R-2, is surrounded on three sides by existing low density residential develop- ment and on the fourth side by the Clear Creek forest area. It has become a controversial development proposal because the developer had indicated intentions of constructing a large proportion of duplexes in a mixed arrangement with single family dwellings. Such an arrangement is, of course, legally possible under the R-2 zoning; provided, however, minimum lot sizes of 7,000 square feet are provided for duplex development. In the case of this plat most lots are at least that dimension, which in effect enables sizeable duplex development of this tract if desired. Residents in this area contend that duplexes (at least to any large extent) should not be permitted to occur in this vicinity. Their contention is that this neighborhood is characteristically single family and that duplexes are plainly incompatible with the life style of this area. •Combining Education and Industry ulith Hospitality Honorable Mayor and • Members of City Council November 30, 1976 Page Two. As is obvious by the motion, the developers have been instructed to re- assess their proposal in light of concerns expressed, and return to the Commission for new deliberations. CITY OF AMES DEPARTMENT OF COMMUNITY DEVELOPMENT REPORT TO THE PLANNING AND ZONING COMMISSION PREPARED: NOVEMBER 8, 1976 MEETING DATE: NOVEMBER 12, 1976 PRELIMINARY PLAT: The Union Addition S 76-18 OWNERS: William E. Gibbons, Donald R. Payer, Orman Overland. ENGINEER: Ames Engineering and Testing Company. LOCATION: Ross Road, Arkansas Drive, and Phoenix Street extended; northwest of Sunset Rock Subdivision. SIZE AND NUMBER OF LOTS: The plat covers 11.23 acres and includes 41 lots. The three lots south of Phoenix Street exceed 10,000 square feet in size. Lots north of Phoenix Street range in size between 6,000 and approximately 10,000 square feet. ZONING AND LAND USE: The subdivision is primarily zoned R-2. The line dividing the R-2 and R-1 districts in this area is in the process of being shifted to conform with the centerline of Phoenix Street. This is the location which has been assumed to be in effect by all concerned; but does not appear on the Official Zoning Map. The Map will be amended by the City Council in accordance with Staff and Commission recommenda- tions. Once done, the lots south of Phoenix Street will be the only lots zoned R-1. The remaining 38 lots will be in the R-2 classification. The plat is surrounded by low density residential development. On the south, the subdivision will overlook the Clear Creek valley. NOTIFICATION: Standard subdivision notification procedures have been fol- lowed in accordance with the Commission's ByLaws. FINDINGS AND CONCLUSIONS: 1. The preliminary plat conforms with the proposed plat which was approved by City planners and engineers on October 5, 1976, with minor technical modifications. 2. The proposed Land Use Policy Plan Map designates the area for low density residential use. 3. The plat incorporates the rear portions of several of the lots on the west side of Garfield in addition to the undeveloped area. Thus, the problem of insufficient use of land in the area is solved to the extent possible. 4. Utility service to Arkansas Drive will be extended from the existing street. Service to Ross Road and Mesa Verde Place will be extended north from Phoenix Street. A storm sewer system will be installed which will collect storm water and transport it to Clear Creek by means of an easement between the first and second lots south of Phoenix Street. . -2- 0 5. A ten-foot strip, "Lot A," has been provided for future park access. This was discussed previously in connection with Sun- set Rock Subdivision. 6. The developers have not indicated what the probable mix of housing types will be. For purposes of school population cal- culation, single family houses have been assumed to be the housing type which will be constructed. School populations for the subdivision are estimated at 20 pre-school, 28 element- ary, 8 junior high, and 7 high school. Sawyer Elementary School is a three unit school. Combined with Edwards and Crawford, the service capacity in west Ames is 6 units. According to the May, 1975, report of the Ad Hoc School Facilities Committee, the 1978 enrollment will require five units. The report recommends that Sawyer be operated at two units in order to maintain the operation of Crawford at one unit. With this excess of capacity, over anticipated enroll- ment, the Union Addition population is not perceived to have negative impact on Sawyer School.
