t M 14- PLAN DOCUMENTATION "STONE BROOKE" A PLANNED UNIT DEVELOPMENT 1. STATEMENT OF PLAN; RELATIONSHIP TO LARGER TRACT AND ENVIRONS (a) This document, consisting of three numbered pages; and, the marked appendices A through F, each marked "approved" by the Department of Planning and Housing, states the present approved planned unit development as required by the zoning regulations of the City of Ames, Iowa; four land described as: The east one-half of the northwest quarter (Ei-NW*) of Section 27, Township 84 North, Range 24 West of the 5th P.M. , Story County, Iowa, EXCEPT for a tract of land described as beginning at the center of said Section 27; thence south 88*36 ' west 850. 0 feet along the south line of the northwest quarter ( NW*) of said Section 27 and the centerline of road; thence north 400 feet parallel to the north and south quarter (4 ) Section line; thence north 88036 ' east 480.96 feet parallel to the east and west quarter (*) Section line; thence north 8030 ' east 264.10 feet; thence north 88136' east 330.0 feet parallel to the east and west quarter (4) Section line; thence south 660.0 feet on the north and south quarter (J) Section line to the point of beginning. (b) Said land also will be platted as a part of the subdivision of a larger tract to be called "Stone Brooke" for which a conceptual development plan, preliminary to a final plat, has been approved by the Ames City Council . 2. PLAN REQUIREMENTS (a) A certified topographic survey giving a metes and bounds description of the subject tract, and showing the predevelopment land contours , existing and proposed public utilities, the permitted density of housing units per acre, the required number of off-street parking spaces, the types of dwellings to be built and the allowed quantity of each, the size of lot on which each of the dwelling types will be built, and the percentage of the total PUD site to be devoted to the construction of each dwelling type . A site plan showing the locations of the "pond, " 11trailways," the recreation center, and a typical landscape plan with respect to each of the three housing types has been prepared and submitted by the developers, marked approved" by the Department of Planning and Housing, designated as \ 2 "Appendix All , and by this reference the same is incorporated herein and made a part of this plan. (b) City Council Resolution No. 80-111 approved the Conceptual Development Plan/Planned Unit Development (Phase I ) of Stone Brooke Subdivision subject to the following six stipulations required before actual site disturbance is initiated: (1) Construction Envelopes. The developer is to submit a plan which describes "construction envelopes" with respect to all streets and lots which delineates the maximum extent of areas to be cleared for construction, said plan to be marked "approved" by the Department of Planning and Housing . Said plan is designated "Appendix B" by this reference incorporated herein and made a part of this plan for Phase I of this project. (2) Erosion Control . The developer is to submit a plan which describes how the developer will stabilize and prevent erosion on slopes in excess of 15 percent, said plan to be marked "approved" by the Department of Planning and Housing, designated as "Appendix C" and by this reference incorporated herein and made a part of this plan. (3) Alleviation of Soil Limitations. The developer is to submit a plan for alleviation of the soil limitations identified in item III , 11 of the Environmental Assessment Report for Stone Brooke Residential Development, namely the soils on the site which are considered poor Ty- drained, said plan to be marked "approved" by the Department of Planning and Housing, designated as "Appendix D" and by this reference incorporated herein and made a part of this plan. (4) Erosion Control Plan. Construction Period. The developer is to submit a soil erosion control plan to describe how erosion will be controlled during construction of public improvement and buildings on the site, said plan to be marked as "approved" by the. Department of Planning and Housing, designated as a part of "Appendix C" and by this reference incorporated herein and made a part of this plan. (5) Storm Water Management Plan. The developer is to submit a storm water management plan detailing a description of how storm water runoff will be managed on the site , said plan to be marked "approved" by the Department of Planning and Housing, designated as a part of "Appendix C" and by this reference incorporated herein and made a part of this plan for Phase I of this project. (6) Bloomington Road Landscaping (South Side). As "Appendix E", there is to be made a part of this document a landscape plan for a right-of-way area on the south side of Bloomington Road which, by covenant of the developers to run with the land herein described, the developers, their heirs, executor, assigns and successors, including by way of specifications but not limitation, any and all purchasers or grantees of lots or dwelling units on said land, jointly and severally agree to responsibility and liability for purchase, installation, and replacement, if necessary, during the 3 first year after planting of all plant materials required by said landscape plan. (c) City Council Resolution No. 84-64 approved modifications to the Conceptual Development Plan/Planned Unit Development (Phase I ) of Stone Brooke Subdivision including a landscape plan for the south side of Bloomington Road which is attached as Appendix E. Said modified Conceptual Development Plan/Planned Unit Development (Phase I) is marked "approved" by the Department of Planning and Housing, designated as "Appendix F" and by this reference incorporated herein and made a part of this plan. 3. COMPLIANCE AND ENFORCEMENT A structure or activity undertaken on the subject land without building and/or zoning permits as required under the ordinances of this City; or, in conflict with the information and representations contained in and set out on this plan shall be deemed a violation of the Zoning Ordinances of the City of Ames and actionable as such. OF IOWA 2730 Ford Street Ames, Iowa 50010 • EROSION AND SEDIMENT CONTROL PLAN STONE BROOK SUBDIVISION PROJECT DESCRIPTION The purpose of the proposed project is for the construction of a new residen- tial subdivision in the City of Ames, Iowa. The site is approximately 70 acres located adjacent to the Top-O-Hollow Road and Bloomington Road inter- section. The subdivision will consist of town homes, patio homes , single family lots , streets , and open space as indicated on sheet three of the accompanying plan$. EXISTING SITE CONDITIONS The proposed site is an area of rolling plains and lowlands, the majority of which was formerly in agricultural production. A portion of the site is covered with natural growth of grasses , shrubs, and large stands of trees. The site is divided into two distinct drainage areas as designated on sheet three as areas I and II . Both areas eventually drain toward the northeast corner of the site. The slopes vary from nearly 0% to 15% with the steeper slopes being fairly short and perpendicular to the ridges. SOILS Several varying soils will be disturbed during construction. The majority of the upland soil is Clarion loam that is slight to moderately eroded in some areas. These soils are well drained with moderate permeability and high available water capacity. Clarion series are susceptible to erosion. Other small areas of Nicollet loam and Canisteo silty clay loam will also be dis- turbed in the upland region of the site. Nicollet loam is a somewhat poorly drained soil with moderate permeability and the available water capacity is high. Canisteo silty clay loam is poorly drained and found in slightly de- pressed areas. Permeability is moderate and available water capacity and or- ganic material content are high. Storden loam is the predominent soil found on the steeper side slopes. The Storden series consists of somewhat excessively drained and severely eroded soils. Because of rapid runoff, the soil tends to be droughty. The lower flat land area consists of Coland clay loam and Zook silty clay loam. These soils are poorly drained with slow permeability and are subject to flooding. Terril loam is found on the foot slopes and is moderately well drained. This soil has moderate permeability and a high available water capacity. Terril loam is subject to rilling or gullying from runoff from adjacent uplands. CRITICAL EROSION AREAS The critical erosion areas may be identified along the steep slopes tran- sitioning from upland to flat lands. The site was developed to minimize land disturbance in these areas. Where grading is necessary, adequate pre- cautions will be taken to minimize erosion and trap sediment on the site. EROSION AND SEDIMENT CONTROL MEASURES Unless otherwise indicated, all vegetative and structural erosion and sediment control practices will be constructed and maintained as suggested in the Guide- lines for Soil and Water Conservation in Urbanizing Areas. STRUCTURAL PRACTICES 1 . Temporary Sediment Traps A system of temporary sediment traps consisting of silt fence will be installed below major graded areas as indicated on sheets 1 and 2 of the plans. 2. Outlet Protection Riprap is to be placed at the outlet of all storm sewer pipes. 3. Temporary Construction Entrance P Y A temporary construction entrance shall be installed where the access • road intersects Bloomington Road. During wet weather conditions, drivers of construction vehicles will be required 'to clean their wheels before entering the road. 4. Storm Drain Inlet Protection All storm drain inlets shall be protected during construction. VEGETATIVE PRACTICES 1 . Topsoil Stockpile Topsoil shall be stripped from areas to be graded and stockpiled for later use. Stockpile locations are as shown on- the plans. 2. Temporary Seeding Topsoil stockpiles and all areas to be rough-graded during the initial phase of construction shall be seeded with fast-germinating, tempor- ary vegetation immediately following grading. Selection of the appropriate seed mixture will depend upon the time of year it is to be applied. MANAGEMENT STRATEGIES 1 . Construction should be sequenced so that grading operations can begin and end as quickly as possible. 2. Sediment trapping measures shall be installed as a first step in grad- ing and shall be seeded immediately following installation. 3. Temporary seeding or other stabilization shall follow immediately after grading. 4. Areas which are not to be disturbed shall be clearly marked by flags, ribbons, etc. Only a.reas to be built on will be disturbed. 5. The Contractor shall be responsible for the installation and mainten- ance of all erosion and sediment control practices. -3- 6. If any areas exhibit erosion during construction that are not handled ' under this plan, appropriate measures will be taken to alleviate the situation. PERMANENT STABILIZATION All areas disturbed by construction will be stabilized with permanent seeding immediately following finish grading. Seeding will be done in accordance with DIVISION XII , "Specifications for Erosion Control" , City of Ames Standard Specifications. Permanent diversions will also be incorporated with walk ways to provide slope stabilization on the steep side slopes as shown on page 3 of the plans. STORMWATER MANAGEMENT Stone Brooke's comprehensive stormwater management plan is still in the devel- opment stage pending a study of the Hallett drainage basin. A preliminary design is shown on page 3 of the plans showing a large detention basin and permanent lake. MAINTENANCE In general , all erosion and sediment control measures will be checked regularly and after each significant rainfall . The following items will be checked in particular: 1 . The silt fence sediment traps will be checked regularly for sediment cleanout. 2. Storm sewer outlets will be checked regularly for sediment buildup which will prevent drainage. 3. All seeded areas will be checked regularly to see that a good stand is maintained. Areas will be fertilized and reseeded as needed. PROJECT SCHEDULE Construction dates have not been set; however, the following schedule will be -4- used as a guideline. 1 . Clear and grub 2. Earthwork and grading 3. Install utilities 4. Temporary seeding 5. One idle winter season 6. Construct roadways 7.
