Stonebrooke Subdivision - Request Approval of CDP/PUD by C & B Investments
BACKGROUND:
This request was last considered by the Planning & Zoning Commission during a
regular meeting on November 7, 1979, at which time the membership voted 3 to 3 on
a motion to approve. The motion did not pass. Subsequent to this meeting, Community
Development staff prepared the Hallett's Quarry Study and proposed Environmental
Sensitivity District regulations for consideration by both the Planning & Zoning Com-
mission and City Council. These work/study projects have since transcended into a
development policy statement and a potential new zoning regulation.
In light of -these occurrences, the Planning & Zoning Commission reviewed again
the CDP/PUD request (as revised and as resubmitted in conformance with the require-
ments -of the proposed Environmental Sensitivity Overlay Area regulations) during a
regular meeting held on March 5, 1980.
MANAGER RECOMMENDED ACTION:
The Planning & Zoning Commission recommended approval of the Conceptual Develop-
ment Plan .of Stonebrooke. They also recommended approval of Phase I of this PUD
(Phase I is outlined in ink on the attached Plan) with the following stipulations:
(1) That the developer submit a plan which designates a construction envelope
for streets and lots which will delineate maximum areas to be cleared;
(2) That the developer submit a plan indicating how the slopes in excess of
15% will be stabilized;
(3) That they submit a plan indicating how the identified soil limitations
will be alleviated and what effects these methods may have on the natural
vegetation;
(4) That they submit a soil erosion control plan to indicate how erosion will
be controlled during construction;
(5) That they submit a storm water management plan to indicate how storm
water runoff will be managed on site (this should include the approach
to be used in the northeast corner; whether it be a wet pond or a dry pond) ;
(6) That they submit a landscape plan for the right-of-way area on the south
side of Bloomington Road and an agreement of responsibility for purchase,
installation, and maintenance of plant materials;
(7) That the street shown as Fletcher Drive on the plans be constructed as a
cul-de-sac; and
(8) That the extension of Ridgetop Road to the western boundary not be built
with curb cuts but that the 60' x 120' (or 130'_) parcel be dedicated to
the City for future right-of-way.
