Resolution Approving a. Conceptual Development Plan (CDP) for i erli `gg
_� Located Within the Extraterritorial.
BACKGROUND:
The applicant is requesting approval of a six-lot subdivision which is
located in Story County, one mile south of the corporate limits of the. City
of Ames and one-half mile west of U. S. Highway 69. This subdivision
contains 115.48 acres of land.
The proposed Lots 1 and 3 each contain a residential structure and Lot 2
includes the facilities for the Ames Seed Farms. Lots 4, 5, and 6 are
being used for agricultural purposes.
The developer is requesting platting in order to divide the property by
use.
On March 19, 1990, the Story County Planning and Zoning Commission
approved the preliminary plat for the Sterling Subdivision, and they
recommended approval of .the Conceptual Development Plan to the City of
Ames.
ANALYSIS:
Land Use Policy Plan. The Land Use Policy Plan (LUPP) designates the
single-family home sites as suitable for low-density residential, the seed
farm facilities as suitable for commercial use, and the remainder of the
subdivision as suitable for agricultural use.
Zoning History. This property is zoned A-1 (Agricultural) under County
zoning.
Utilities. No City utilities are available since this subdivision is outside
the City limits. , The subdivider has requested the waiver of City utilities.
This waiver is justified in that there are no City utilities anywhere near
the property in question. As part of the Final Plat for this subdivision,
easements for any septic tank fields that cross lot lines should be defined
and included.
Streets and Vehicular Access. The six lots abut a County gravel road.
The CDP indicates -that there--is -an encroachment of_some landscape timbers

within the right-of-way adjoining Lot 2. The City should notify the
County of the encroachment as part of the approval of this plat.
Planning and Zoning Commission Recommendation: The Planning and
Zoning Commission reviewed this request at their meeting of May 16, 1990,
and recommended that it be approved.
ALTERNATIVES:
1. The City Council can approve of the CDP for Sterling Subdivision
with the stipulations that the drainage fields be defined if they cross
lot lines and easements be obtained for the drainage fields and that
the County be notified of the encroachment into the right-of-way
prior to completion of the Final Plat.
2. The City Council can deny approval of the CDP for Sterling Subdivi-
sion.
3. The City Council can table this request for additional information
from the developer or the staff.
MANAGER'S RECOMMENDED ACTION:
It is the recommendation of the City Manager that the City Council adopt
Alternative #1. This action will approve of the CDP with the stipulations
that easements are defined for any septic tank drainage fields that cross
lot lines and that the County be notified of the encroachment in the
right-of-way prior to Final Plat approval.
