HomeMy WebLinkAboutA004 - Council Action Form dated August 24, 1993 (large maps not scanned) ITEM DATE: 08/24/93 COUNCIL ACTION FORM SUBJECT: Resolution Approving the Conceptual Development Plan (CDP) fore-Speck cSubdivision Which is Located North of Ames Along U.S. Highway No. 69 in the Northwest Quarter of Section 23, Franklin Township. ACTION FORM SUMMARY: This is a request to approve a three (3) lot subdivision within the two-mile limits of the city of Ames. Houses exist on Lot 1 and Lot 2, and the developer is creating a building site described as Lot 3. The Planning and Zoning commission and staff recommend approval of this request with the stipulation described in this report. BACKGROUND: The developer is requesting approval of a Conceptual Development Plan (CDP) for a three (3) lot subdivision, which is located north of Ames on U.S.Highway No. 69. The proposed subdivision does not abut the Ames corporate limits. City water and sanitary sewer services are not available to this subdivision. Septic tanks and wells will be used to service each lot. The site contains a total of 6.18 acres, which includes 0.62 acres of exist- ing public road right-of-way. The plat also includes two outlots. Outlot A is a right-of-way for a County Road. Outlot B is part of an existing gravel drive. A single-family dwelling with an attached garage is located on Lot 1, and also on Lot 2. The lots on this site generally drain to the northeast, east, and the south. The subdivision is surrounded on three sides by roadways. Along the west boundary is a Story County road, on the north and east are existing private gravel drives. Platting of this property is necessary because the developer has previously split his property into Lots 1 and 2, and now plans to create Lot 3. This division of the property into three (3) parts requires subdivision approval by the City of Ames. The Story County Planning and Zoning Commission will review the subdivision plat at their meeting on Monday, July 19. ANALYSIS: Land Use Policy Plan. The Land Use Policy Plan (LUPP) designates this property as suitable for low-density residential development. the proposed d 2 subdivision is consistent with this land use designation, since the gross density for the subdivision is one (1) unit per 2.06 acres. The density allowed by the LUPP Map for the RL (Low-Density Residential) designation is 1 to 9 units per acre. Zoning. This `property is located outside the corporate limits of the city. Story County has zoned this property as R-1 (Single-Family Residential) . Utilities. No public utilities will be extended to serve this property. Lots 1 and 2 are presently served by a well and septic tank system on each lot. Lot 3 will be served by a well and "mound" or "fill" septic system. Documentation from the Story County Sanitarian that a "mound" or "fill" septic system can be installed on Lot 3, must be received by the City prior to approval of the Final Plat. Streets and Vehicular Access. Access to Lots 1 and 2 will not change. These two lots have access from the County Road, described as Outlot A, that abuts the west boundary of the subdivision. Lot 3 will have access from the same County Road to the west, or from the private gravel drive that borders Lot 3 on the north. The Planning and Zoning Commission reviewed this request at their meeting of August 4, 1993 and recommended that it be approved with the stipula- tion as stated in this Action Form. ALTERNATIVES: 1. The City Council can approve of the Conceptual Development Plan (CDP) for the Speck Subdivision, with the following stipulation: A. Documentation from the Health Sanitarian for the Story County Health Department that a "mound" or "fill" septic system can be installed on Lot 3, must be received by the City prior to ap- proval of the Final Plat. 2. The City Council can deny approval of this request to approve the Conceptual Development Plan (CDP) for the Speck Subdivision. 3. The City Council can approve of the Conceptual Development Plan (CDP) for the Speck Subdivision with modifications. 4. The City Council can refer this request back to the developer or City staff for further information. MANAGER'S RECOMMENDED ACTION: It is the recommendation of the City Manager that the City Council adopt Alternative #1. This will approve of the Conceptual Development Plan (CDP) for the Speck Subdivision with the stipulation listed above. Attachment h\bpo\caf\speck.824
