HomeMy WebLinkAbout~Master - Approving FBO Selection for Ames Municipal Airport RESOLUTION NO. 16-496 RESOLUTION APPROVING FIXED-BASE OPERATOR(FBO) SELECTION FOR AMES MUNICIPAL AIRPORT FOR THE CITY OF AMES WHEREAS,on June 11, 2013,the City Council approved an extension of the current Fixed Base Operator(FBO)contract until such time that the new Terminal Building is constructed or upon 30-day written notice of a newly established termination date; and, WHEREAS, given the current vision for the future of the Ames Airport as a gateway to the community, it was decided that it will be in the best interest of the City to create a new FBO lease contract to coincide with the award of contract to construct the new Terminal Building; and, WHEREAS,this building improvement will facilitate enhanced services at the Airport that will need to be included in the Minimum Operating Standards of a new FBO management contract; and, WHEREAS,in Fall 2015,the Council approved the final scope and funding for the Terminal Building to create a new 7,000 square-foot facility, and in response, staff established an FBO Selection Advisory Committee; and, WHEREAS, the committee began work on drafting a Request for Proposals (RFP), which was issued to the public on April 4, 2016; and, WHEREAS, the RFP outlined qualifications, services, and proposed fees—both paid to the FBO to operate the Airport—as well as to the City for the ability to use the airport facilities to conduct its business; and, WHEREAS,proposals were due for submittal on June 3,2016,and potential FBO's had the opportunity to schedule a site visit with staff during this time to ask questions and gain a better understanding for the desired services; and, WHEREAS, three proposals were submitted, and the Advisory Committee generated a composite score for each FBO; and, WHEREAS,the proposals from Classic Aviation of Pella,Iowa,North Iowa Air Service of Mason City, Iowa, and Exec 1 Aviation of Ankeny, Iowa, and were ranked respectively; and, WHEREAS,Classic Aviation of Pella,Iowa,was found to be the highest scored FBO on the strength of its proposal and its plans for leveraging the opportunity to grow the Ames Airport and become part of our community; and, WHEREAS, Classic Aviation demonstrated its strong understanding of the importance of the Airport as a gateway to the community, and indicated its desire to make the Airport an active, successful part of the greater community; and, WHEREAS,staff wishes to begin negotiations for a new management contract with Classic Aviation of Pella; however, if acceptable terms can not be met with Classic Aviation, then staff is wants to select North Iowa Air Service of Mason City, Iowa, as the new preferred FBO and begin contract negotiations with it. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ames, Iowa, that the selection of Classic Aviation of Pella,Iowa, as the City's preferred Fixed-Base Operator is hereby approved,and staff is directed to begin contract negotiations for a new management contract for the Ames Municipal Airport; if acceptable terms of a new contract cannot be negotiated with Classic Aviation, staff is then directed to select North Iowa Air Service of Mason City,Iowa,as the new preferred FBO and to begin contract negotiations with it.
