SUBJECT:
Resolution Approving a Conceptual Development Plan for Southern Hills
Industrial Park.
BACKGROUND:
This proposed subdivision is located northeast of the intersection of South
Riverside Drive and Airport Road. There are approximately 24.77 acres
included in this subdivision, divided into six (6) lots.
This site presently includes three (3) storage buildings, the former
Brayton Seed Company, and the Sevde Transfer and Storage Building.
The subdivider is proposing to construct three (3) additional storage
buildings on this property. Section 29.9, Paragraph 5 of the Zoning
Ordinance states the following:
"Not more than two (2) buildings shall be permitted on any lot, tract,
or parcel of land until the same has been platted in accordance with
the laws of the State of Iowa."
No building permits will be issued for the proposed storage buildings until
this provision of the Zoning Ordinance is satisfied, therefore this platting
is necessary.
ANALYSIS:
LUPP: The Land Use Policy Plan designates. this area for industrial
service development.
ZONING: This property is currently zoned as G-I (General Industrial)
with the exception of the proposed Lot 5; Lot 5 is zoned as A-1
(Agricultural) property and is part of the Airport Clear Zone Easement.
PUBLIC UTILITIES: A 12-inch water line exists in the right-of-way for
Airport Road and South Riverside Drive and will adequately serve this
site.
A 15-inch sanitary sewer line crosses Lots 1 and 6 and will provide service
to this new subdivision.

Storm drainage will be in ditches until such time that it becomes necessary
to upgrade the drainage system when Lot 6 is redeveloped into smaller
lots.
STREETS AND VEHICULAR ACCESS: Access to this subdivision is
provided by Airport Road and South Riverside Drive. U.S. Highway 30
borders the site on the north, but does not provide access to the
property.
Lot 2 has been reserved for possible future access to Lot 6 in the event
that Lot 6 is further subdivided into smaller lots at some future date.
The subdivider will dedicate the right-of-way for the portion of South
Riverside Drive inside corporate limits as part of this subdivision. The
remainder of South Riverside Drive, located in Story County, will be
deeded to the City.
The Planning and Zoning Commission reviewed this request at their meeting
of April 20, 1988, and recommended that it be approved.
ALTERNATIVES:
1. The City Council can approve the CDP for Southern Hills Industrial
Park.
2. The City Council can deny approval of the CDP for Southern Hills
Industrial Park.
3. The City Council can refer this request back to City staff for more
information.
MANAGER'S RECOMMENDED ACTION:
It is the recommendation of the City Manager that the City Council adopt
Alternative R. This will allow the developer to proceed with the submittal
of the Administrative Plat for this subdivision and allow for further
building in this area to occur.
